Final Plat: GAD's Prairie <br />Staff Review Letter <br />May 19, 2007 <br />Page 2 of 5 <br />Grading & Drainage: A grading and drainage plan has been prepared by Mr. Tim Eggerichs <br />PE. This proposes conveying runoff to a detention pond to be located in the northwestern corner <br />of the plat. Once this pond is full, additional runoff will backup and discharge into the storm <br />pond system located in The Ponds subdivision to the east. <br />The drainage swale along the rear of Lots 4 through 9 is proposed at a grade flatter than 2 %. A <br />certificate of grading will be required prior to occupancy to ensure that a minimum grade of 1% <br />has been achieved. A permit from the Lower Rum River Water Management Organization had <br />been obtained for the GADS Prairie. subdivision on June 15, 2006. It was terminated upon the <br />transfer on the project to a new developer who received a permit for the Pine Prairie subdivision <br />on February 15, 2007. Although the differences between these two subdivision plans are small, <br />the new plat should be reviewed by the LRRWMO. <br />Sidewalks and Trails: A 10 -foot, bituminous trail is proposed along the eastern edge of the <br />property. The City typically requires the trail to be located entirely on the property outside of the <br />right -of -way, unless special circumstances are determined by City Council to warrant locating on <br />public property. Similar to the reduced width of the right of way for Helium Street, staff feels the <br />unique shape of the parcel warrants this consideration. Sidewalks are required on one side of all <br />public streets. However, due to the proximity of the trail to the proposed Helium Street, staff <br />believes it is reasonable to waive this requirement. <br />Utilities: This plat will be served by municipal sanitary sewer and water. Trunk charges will be <br />collected for units in excess of the singe family unit which is currently located on the property <br />and serviced with watermain. <br />Traffic Generation Analysis: A traffic impact study was prepared for the GADS Prairie <br />subdivision in June 2006 by Bolton & Menk Inc. The result of the analysis concluded that an <br />acceptable Level of Service (LOS) would remain at the proposed intersection onto CSAH 5 <br />resulting from this development. The conclusions of this report recommended that a Stop sign be <br />placed at the proposed access onto CSAH 5 at the access to the development and that the County <br />be consulted on the location of the proposed access since its proposed location is inconsistent <br />with County spacing access guidelines. <br />Access and Streets: The plat proposes to gain access off of County Road 5 ( Nowthen Boulevard). A <br />letter dated May 7, 2007, was received from the Anoka County Highway Department addressing this <br />request for access. This review letter also addresses access to the highway from the adjacent parcel <br />to the northwest at 14544 Nowthen Boulevard. The letter notes that the GAD' S Prairie development <br />does not meet County access spacing guidelines and sight distance requirement. The sight distance <br />obstructions appear to be trees which could be removed. The tree preservation plan identifies nine <br />trees located in the right of way which are to be saved. This plan will need to be reevaluated to <br />address this concern. The County has proposed issuing.a temporary access permit to CSAH 5 to <br />serve both the GADS Prairie development and the adjacent property to the northwest, provided that <br />there would be a commitment from the City and the other affected property owners to work together <br />to create a City street system that would serve both these properties and eliminate access to CSAH 5 <br />at a future date. <br />-157— <br />
