CASE # S <br />Consider Approval of Burns Township/Ramsey <br />Joint Powers Fire Protection Agreement <br />By: William K. Goodrich, City Attorney <br />Dean Kapler, Fire Chief <br />Background: <br />On July 26, 2007 the City Council held a joint work session with the Burns Township Board of <br />Supervisors. At that time the respective representatives reviewed in detail a draft Joint Powers Fire <br />Protection Agreement (the "JPFPA ") between the City and Burns Township. The purpose of the <br />JPFPA is to facilitate the use of the City's Fire Department in conjunction with Burn's fire fighting <br />equipment and fire station for fire protection of Burns Township. The attached JPFPA is revised <br />based on the July 26 joint meeting and additional recommendations from the League of Minnesota <br />Cities. Staff will review the JPFPA with the City Council at the Council meeting. <br />Enclosure: <br />Draft of proposed JPFPA <br />Funding Source: <br />The funding required will be normal charges included within the General Fund Fire Budget and <br />services to Burris Township will be invoiced and paid for by Burns. Burns will also pay an <br />administrative cost to Ramsey covering the Fire Chief and other administrative components of <br />operating the Fire Department, as well as contribute to Ramsey's Fire Relief Association. <br />Recommendation: <br />Enter into the JPFPA Agreement. <br />Council Action: <br />Motion to approve and enter into the attached Joint Powers Fire Protection Agreement with Burns <br />Township and authorize the City Attorney and Fire Chief to make such minor amendments to the <br />Agreement as may be necessary in order to accommodate final negotiated details with Burns <br />Township. <br />Reviewed by: <br />City Attorney <br />Fire Chief <br />Finance Officer <br />CC: 08/14/07 <br />-223- <br />
