Case #2 Review Pondvale Feasibility Study <br />Background: <br />Upon recommendation from the Committee the City Council directed staff to revise the <br />Pondvale feasibility study and provide additional information as follows: 1) Consider <br />segmenting the project into two areas with the division point being roughly the intersection of <br />Helium Street and 150 Lane; 2) Research the drainage and utility easement on the Asmussen <br />property to determine whether it is temporary until sewer and water become available; 3) Provide <br />a breakdown of costs to allow the Committee to consider the impacts of the City picking up a <br />share of the project costs. The purpose of this case is to report back on these issues and seek <br />direction prior to further contact with the project property owners. <br />Consensus of the Committee was to direct staff to present the three options outlined in the <br />Pondvale feasibility study to the property owners, and to offer the option to Mr. Murphy that the <br />City take on the costs associated with increasing the road width from 32 feet to 38 feet, with Mr. <br />Murphy to be assessed for sewer and water costs to service his properties and reimbursed when <br />there are hook ups. <br />Action: <br />Ratify the recommendation of the Public Works Committee. <br />COMMITTEE INPUT <br />Change Name of Water Resources Management Plant to Comprehensive Storm Water <br />Plan <br />At the present time the City has two significant planning efforts in progress. The Water <br />Resources Management Plan is being conducted by the engineering firm of Bolton & Menk, Inc. <br />and is intended to provide a comprehensive model of our existing storm sewer system and the <br />future needs of that system as development occurs. However it also contains a significant <br />element, which involves the classification of the remaining .wetlands, which were not ground - <br />truthed under the previous work conducted by Westwood Professional Services in 2006. In <br />addition the City is currently preparing a Natural Resource Inventory, which is being conducted <br />by Boonestro & Associates. The field work elements associated with these studies have been <br />confused, and the word "resources" in each of them also tends to make them less distinguishable <br />fr om one another. Staff proposes to hereafter refer to the Water Resources Management Plan <br />simply as the Comprehensive Storm Water Plan as this title is more descriptive of the purpose of <br />the plan. <br />Reviewed by: <br />Public Works Director/Principal City Engineer <br />City Engineer <br />CC: 08/14/07 <br />-252- <br />
