ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Road and Bridge Committee conducted a regular meeting on Tuesday, February 11, <br />1997, at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Sheila Beyer <br />Councilmember Natalie Haas Steffen (arrived at 5:40 p.m.) <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />City Engineer Steve Jankowski <br />Administrative Services Manager Linda Waite Smith <br />Police Chief Mike Auspos <br /> <br />CALL TO ORDER <br /> <br />Councilmember Zimmerman called the regular meeting of the Road and Bridge Committee to order <br />at 5:30 p.m. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Update of Well Head Protection Joint Powers Agreement <br /> <br />City Engineer Jankowski reminded the Committee that, in November, the City Council authorized <br />participation with Anoka County to investigate the cost of performing a county-wide well head <br />protection plan. Plans require that the area contributing to the recharge area of each well be <br />defined, and the assessments of each well's vulnerability be made. If Ramsey participated, our <br />share would be 4.8 percent of the total estimated cost of between $100,000 and $200,000. The <br />plan was to hire a qualified consultant to perform the work. Mr. Jankowski continued that on <br />January 23, 1997, the Anoka County Municipal Well Head Planning Group met to review <br />statements of qualifications by consultants. At that meeting, we were informed by the Minnesota <br />Department of Health that they would offer the resources of their organization in preparing the <br />plan, as a result of funding that was made available to their agency by the Safe Drinking Water Act <br />re-authorization. The planning group accepted their offer. Mr. Jankowski suggested a lot of credit <br />for getting this funding should go to the Anoka County Health Department, as they made all the <br />calls, etc. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to recommend that <br />Council ratify the Joint Powers Agreement recommendation to discontinue the Phase I consultant <br />selection process and to authorize commencement of Phase II work set forth in parts 1, 2, and 3 of <br />the Minnesota Department of Health proposal at zero cost to the City of Ramsey. <br /> <br />Motion carded. Voting Yes: Councilmembers Beyer and Zimmerman. Voting No: None. <br />Absent: Councilmember Haas Steffen. <br /> <br />Case #2: Priority Street Lights <br /> <br />City Engineer Jankowski reported that, in 1993, the City began installing priority street lights <br />which, by definition, include only those intersections of State trunk highways, County roads and <br />arterial City streets. He explained the policy for classifying locations of lights into A through D <br />priorities.
