The 1997 CIP allocates $20,000 for the installation of priority C street lights. He suggested that <br />priority classifications should be reviewed and updated. He noted that County Road #5 and <br />Ramsey Elementary School now have three priority lights. The intersection of County Road #64 <br />and County State Aid Highway #5 are two County roads, but are a priority C. He asked, should <br />they be? Mr. Jankowski reported there have been complaints received that some of the lights are in <br />poor locations to illuminate the intersection. The third reason for this case is to deal with the <br />budgeted $20,000 for 1997. He asked how this money should be used with regard to additional <br />street lighting. Records show, on average, a priority street light costs $712 for installation, with a <br />range of $400 to $2,060. The budgeted $20,000 would likely allow more than the 16 locations <br />listed under priority C. He stated that he has asked Police Chief Auspos to ask his officers if they <br />have noticed any other locations that do not seem to be right. <br /> <br />Councilmember Zimmerman inquired about the street light at Andrie and 153rd. <br /> <br />Mr. Jankowski replied that this particular light is a privately owned one. He added that the light at <br />155th and Ramsey Boulevard is missing. He thought that they put that one on 153rd as that's <br />what we were calling it at that time. Also, one on County Road #64 and County Road #5 is a <br />priority C and should be put in, however, that may be a moot point if we recommend all C <br />priorities be installed. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to recommend <br />Council proceed with requesting a proposal from Anoka Electric Cooperative for the installation of <br />sixteen priority C street lights and the installation of a street light at 155th and Ramsey Boulevard. <br /> <br />Motion carried. Voting Yes: Councilmembers Beyer and Zimmerman. Voting No: None. <br />Absent: Councilmember Haas Steffen. <br /> <br />Councilmember Haas Steffen arrived (5:40 p.m.). <br /> <br />Case #3: Report from Traffic Review Committee <br /> <br />City Engineer Jankowski reminded the Committee that they had received six requests for various <br />traffic signage and had previously dealt with all but the request for signage at 151st and Tonto. <br />The Committee wanted to see an accident history for that area. There has been no accidents <br />reported to the Police Department dating back to January 1, 1991. However, Tonto Street was not <br />a through street up to 153rd until 1993. It was the recommendation of the Traffic Review <br />Committee that there be no change in signage and that remains the recommendation. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to concur with <br />the recommendation of the Traffic Review Committee. <br /> <br />Further discussion: Councilmember Zimmerman stated that people had asked him to check into <br />this. He felt that Torito should be a through street and the other one should stop. Mr. Schroeder <br />offered that the Police Department is going to provide a pin map that shows where all accidents <br />have been in the last few years. <br /> <br />Motion carded. Voting Yes: Councilmembers Haas Steffen and Beyer. Voting No: <br />Councilmember Zimmerman. Absent: None. <br /> <br />Case #4: Update on T.H. #47 Local Initiative Program <br /> <br />City Engineer Jankowski explained that the Local Initiative Program is a separate pot of money set <br />aside by MnDOT to do projects requested by cities. There is about $3 million in the pot to be <br />divided up.
