ROAD AND BRIDGE COMMITTEE
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Road and Bridge Committee conducted a regular meeting on Tuesday, March 11,
1997, at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota.

Members Present:

Councilmember Natalie Haas Steffen
Councilmember Gerald Zimmerman

Members Absent: Councilmember Sheila Beyer

Also Present:

City Administrator Ryan Schroeder
City Engineer Steve Jankowski
Acting Police Chief Dave Gustafson

CALL TO ORDER

Councilmember Zimmerman called the regular meeting of the Road and Bridge Committee to order
at 5:30 p.m.

COMMITTEE BUSINESS

Case #1: Traffic Accident Location Maps Being Prepared

Acting Police Chief Gustafson presented a map showing accidents in Ramsey from 1993 and on.
This map will be used to provide information when reviewing request for traffic entering devices.

No action required.

Case #2: Consider Request for Speed Study on County Roads

City Engineer Jankowski reported that a former Ramsey resident wrote to the State Highway
Commissioner asking that reduced speed limits be considered on County Road #56, #57 and #83.
The Commissioner returned the request to Anoka County and the County has a policy which
requires the City to support the request for such a study. It has been from 12 to 22 years since
speed studies have been done on these three roads. Mr. Jankowski pointed out that the major
factor in determining the appropriate speed limit is to identify the speed at which the majority of the
public is traveling. The average travel speed on these roads may not have changed significantly.

Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman to
recommend Council adopt a resolution supporting a speed study on these three county roads.

Motion carried. Voting Yes: Councilmembers Haas Steffen and Zimmerman. Voting No: None.
Absent: Councilmember Beyer.

Case #3: Street Paving Program

City Engineer Jankowski noted that the 1997 budget includes $20,000 designated for the paving of
dirt streets. There is about 6.5 miles of dirt streets. Approximately 3.5 miles of dirt streets are
located in approximately 11 rural areas around the City. A number of dirt streets serve only one or
two residences and it is unlikely that such streets will be found economically feasible to pave. He
suggested consideration should be given to proceeding with the vacation of these streets. Mr.

Road and Bridge Committee/March 11, 1997
