Jankowski reported findings of a survey that was conducted in 1994. Some projects were close to <br />receiving the majority support for paving, however, none of the projects appeared to have <br />significant support to be successful. <br /> <br />The Committee directed that the City Engineer research options for funding paving and bring them <br />back for discussion at a subsequent Committee meeting. <br /> <br />Case #4: Update on T.H. #47 Local Initiative Project <br /> <br />City Engineer Jankowski reported that he met with a committee of MnDOT representatives to <br />discuss the T.H. #47 Local Initiative Project. MnlX)T felt that 142nd Avenue should not be <br />signalized, but instead have a divided median preventing all but right turning movements. City <br />staff pointed out that this would force a large residential area to travel an additional half mile to <br />utilize the CSAH #5/Xkimo Street intersection or cut through the Rivers Bend Plaza. It would also <br />severely impact the southbound access into Rivers Bend Plaza, which would need to turn left onto <br />Xkimo Street nearly one-half mile before reaching the Plaza. It would affect the ability of <br />northbound traffic to reach businesses on the west side of T.H. #47 even more severely, as it <br />would virtually eliminate access altogether. Mr. Jankowski continued that the City had also made a <br />commitment to the businesses in the area at the time of the C.R. #116/T.H. #47 project to work <br />toward the signalization of 142nd. Staff had indicated to the business people that left turning <br />movements at a signalized 142nd Avenue would allow safe left turning movements, which would <br />allow opposite direction traffic to safely enter these businesses. Mr. Jankowski let MnDOT know <br />that the City would have an extremely difficult time supporting any project which did not include <br />the signalization of 142nd Avenue as an element. MnDOT will be revisiting this element of the <br />project with an internal projects review committee and he (Jankowski) would have more <br />information available at the next meeting. <br /> <br />Councilmember Haas Steffen felt that all this would be a short term solution for T.H. #47 and <br />suggested that the City schedule a meeting with the City of Anoka and Anoka County to discuss <br />some long term plans for T.H. #47. <br /> <br />Case #5: Modification of MSA System and System Needs <br /> <br />City Engineer Jankowski explained that the Minnesota State Aid (MSA) system is a mechanism <br />which has been in place since 1958, and returns a portion of the State's gas tax revenue to <br />municipalities in order to support their collector and arterial street systems. Cities are allowed to <br />designate up to 20% of their total mileage as part of the MSA system. The City of Elk River <br />recently asked the City of Ramsey to consider designating a 0.8 mile segment of Jarvis Street, <br />concurrently with them. Ramsey's cooperation would be necessary since one-half of the roadway <br />is located in our City. This is a logical addition to our MSA system and would bring the total <br />mileage to virtually 100% of the allowable maximum. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman to <br />recommend Council add Jarvis Street to the MSA system. <br /> <br />Motion carded. Voting Yes: Councilmembers Haas Steffen and Zimmerman. Voting No: None. <br />Absent: Councilmember Beyer. <br /> <br />Mr. Jankowski stated that the second part of this case is that he received a proposal from Bolton <br />and Menk, Inc. to review the City's total needs on our MSA system. He reported that he has <br />annually added newly designated segments to the list of the City's needs. A comprehensive review <br />of the entire system has not been performed over the past seven years. Ramsey's needs of MSA <br />designated roadway is $393,645 per mile, which ranks 104 out of 119 cities in the State. In 1990, <br />Ramsey ranked 88th of 110 communities.
