ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Road and Bridge Committee conducted a regular meeting on Tuesday, April 8, <br />1997, at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Sheila Beyer <br />Councilmember Natalie Haas Steffen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />City Engineer Steve Jankowski <br />Acting Police Chief David Gustafson <br /> <br />CALL TO ORDER <br /> <br />Councilmember Zimmerman called the regular meeting of the Road and Bridge Committee to <br />order at 5:30 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />COMMITTEE BUSINESS <br /> <br />Case/ti: Update on T.H. #47 Local Initiative Project <br /> <br />City Engineer Jankowski reminded the Committee that in February, he reported that MnDOT <br />was considering the elimination of turning movements at 142nd Avenue and T.H. #47 as a <br />condition of participation in our local initiative project. He met with representatives of MnDOT <br />to discuss this and other related issues and asked them to reconsider. They have agreed that the <br />median would not be a good idea and that will be open. However, they are not satisfied that <br />signal warrants for that intersection have been met. The numbers were based on projected traffic <br />volumes but they were also based on a four-lane section and that's been reduced to two through <br />lanes - warrants for that would be less. <br /> <br />Councilmember Haas Steffen asked about an actual count. <br /> <br />Mr. Jankowski replied that they did do an actual count and added in some projected numbers. <br /> <br />Councilmember Zimmerman felt we were at the point where the traffic counts justify four lanes. <br />He felt it's too dangerous an intersection to not have lights there and he wondered what the State <br />had a problem with if the City was going to pay for the signal. <br /> <br />Mr. Jankowski felt that this issue can be resolved and he understood from the Committee that <br />their feeling is the signal is very important. He noted #3 in the letter from MnDOT which states <br />that the intersection at T.H. #47 and C.S.A.H. #5 is currently a T. MnDOT will allow the fourth <br />leg to be constructed and a signal system to be installed only if access control is deeded over to <br />Road and Bridge Committee/April 8, 1997 <br /> Page 1 of 3 <br /> <br /> <br />
