Councilmember Haas Steffen commented on the State contributing $400,000 to #47 and added <br />that the City will be putting in three times that amount. <br /> <br />Mr. Jankowski reported that this amount includes a modest amount for property acquisition. <br />$1.7 million does not include payments for access control. <br /> <br />Councilmember Haas Steffen asked why it's not restricted access. <br /> <br />City Administrator Schroeder stated that the properties along #47 have not deeded access rights <br />to the state. <br /> <br />Councilmember Haas Steffen felt that the commercial property along there will benefit and they <br />ought to sign off on that because the City should not have to pay anything on that. She stated <br />that Mr. Thakur is saying there's nothing really significant planned for T.H. #47 for the next 20 <br />years. We should be talking about long term. It appears the State is not interested in talking <br />about a north/south border for another 20 years from now. The City is also being told by Mr. <br />Thakur that if we are interested in the turn-back of #47, we should be talking with someone else. <br />If the State is interested, we are willing to save a corridor across the Mississippi River. If not, <br />someone should tell us and we should put everything in commercially that we can on Highway <br />#10. This is a chance for us to be cooperative. If they are willing to develop the nine miles to <br />the south of us, why don't we talk about that portion in Ramsey. We could explore both <br />possibilities - turn-back to the County or turn-back to the City. She added that if it would be a <br />turn-back to the County, she wants to make sure that what they are planning would be adequate <br />for the City o£Ramsey. <br /> <br />Councilmember Zimmerman felt that the State has not spent any money in Ramsey other than for <br />maintenance of the roads. <br /> <br />Councilmember Haas Steffen understood the pressures from the south but she is looking at what <br />the Metropolitan Council is predicting will happen to Ramsey in terms of development. We <br />have to have a road to get back and forth on. <br /> <br />Councilmember Zimmerman stated that the improvements being talked about do not take us to <br />the north end of the MUSA. <br /> <br />The current and future Comprehensive Plan was discussed. <br /> <br />Councilmember Haas Steffen suggested that the City should also be talking with the Met Council <br />about the Comprehensive Plan and that we should ask them if they would like space saved for a <br />river crossing. She commented on the poor planning for businesses. There should not be strips <br />all over the City. <br /> <br />Concerns were again expressed about the heavy traffic and the heavier traffic expected due to <br />added subdivisions. <br /> <br />Road and Bridge Committee/June 5, 1997 <br /> Page 3 of 4 <br /> <br /> <br />
