is to determine if the City wants to be the lead agency on this project. Councilmember Haas
Steffen has said we may not be looking at the big picture.

Councilmember Haas Steffen asked what the State's plans are for T.H. #47.

Mukthar Thakur, MnDOT, stated there are turn lanes, bike passes, signalization, etc. slated from
C.R. #5 to 180th Way. The State will be spending about $850,000. He added there are no
expansions available on T.H. #47 in the next 20 years according to the plans MnDOT has.
MnDOT has said #47 will not expand to four lanes.

Councilmember Haas Steffen inquired if the State may be interested in giving up T.H. #47.

Mr. Thakur suggested if the City of Ramsey is interested in taking over T.H. #47, they should
write a letter to MnDOT, however, he felt that the turn-back may not happen.

Councilmember Haas Steffen wondered why not if the State is not planning to have it as a major
corridor. Turn-back money should be available to bring the highway up to code. She felt that
"no one is holding out a hand with funding".

Mr. Thakur stated that the State has given $400,000 funding for this road. He added that if the
City goes the jurisdictional route, the City and the County will be left with it.

Councilmember Zimmerman commented on the traffic "capacity numbers" and added that we
will be over that with a couple of new subdivisions. T.H. #47 will be obsolete.

Mr. Thakur agreed that T.H. #47 will be significantly impacted but there are the smallish
improvements planned to make traffic flow more smoothly.

Councilmember Haas Steffen stated she wanted to know what the law says the State has to do
prior to turning back a road.

Councilmember Zimmerman asked if the interest is in turning back the road more to the City or
to the County.

Councilmember Haas Steffen replied that doesn't matter. She stated that she would also like to
have Anoka County Commissioner Dennis Berg present for discussions.

City Engineer Jankowski commented on the study that was done on T.H. #47. The study looked
at deficiencies and the only one is the curve just before you get to the golf course.

Councilmember Haas Steffen felt that the intersection of C.R. #5 and T.H. #47 is a death trap.
Councilmember Zimmerman stated that it's one of the two worst intersections in Anoka County.
Mayor Gamec commented on the possible additional MSA funding if the City takes over #47.

Road and Bridge Committee/June 5, 1997
