Discussion ensued relating to the money in the mm-back account. Mr. Olson stated that the <br />State has the turn-back account borrowed ahead to the year 2002. <br /> <br />Councilmember Haas Steffen commented on 20 years to get a turn lane and added that the <br />County Board probably will not look favorably on that. <br /> <br />County Commissioner Berg commented on #242 and Councilmember Haas Steffen felt that if <br />the State has that kind of project in the pipeline, they have to get more money into that account. <br /> <br />Mr. Olson stated that the turn-back funds may be increased but as of today, there is no more <br />funds. He added that there is a committee working on the turn-back. He talked about initiating a <br />project and the completion time and added that the plan keeps rolling forward until there is <br />money available. <br /> <br />Alignments were again discussed and Councilmember Haas Steffen inquired if there would be an <br />interest in a different alignment other than with #56. <br /> <br />Mr. Olson felt the County would be open to that. <br /> <br />There was discussion about getting traffic off of gl0 and the Ferry Street bridge. Mr. Olson felt <br />that Hennepin County and the City of Dayton might support a crossing over by #13, but that #13 <br />is only a mile away from T.H. #169 which could be a problem for the MnDOT to support a <br />major corridor. <br /> <br />Councilmember Haas Steffen stated that Ramsey doesn't really care where it is either but that we <br />should know what the County wants when we update our Comprehensive Plan. <br /> <br />Mayor Gamec commented on Mr. Thakur saying that the Metropolitan Council is dictating this. <br /> <br />Mr. Olson responded that even after #610 is completed, there is still only a two-lane highway. <br />There is a need for two additional lanes in this area. He did not feel that MnDOT wanted to be <br />the leading agency. <br /> <br />Councilmember Haas Steffen inquired if C.R. #56 is an option. <br /> <br />Mr. Olson responded that it would be dependent upon what could be worked out with Dayton. <br /> <br />Councilmember Haas Steffen stated that Ramsey has to do a Comprehensive Plan and we need <br />direction if someone wants us to save a corridor. <br /> <br />Following a discussion of growth and traffic, Councilmember Haas Steffen suggested there <br />maybe ought to be an update of a river crossing and more discussion of four lanes. <br /> <br />Mr. Olson disseminated information and referred to the tables that show the 1988 to 1993 and the <br />1993 to 2000 roadway capacity enhancements.
