Councilmember Haas Steffen stated she would like to see something in writing from the County <br />on what they would like to see done on #116 ifRamsey is responsible for assuming that right-of- <br />way and what should be done about a river crossing. She mentioned having difficulty with Mr. <br />Olson talking about only two lanes. <br /> <br />Mr. Olson stated that right now, two lanes is all that is called for. <br /> <br />It was determined that a meeting should be held with MnDOT, Anoka County, the City of <br />Ramsey, etc. Such meeting will be scheduled by Mr. Jankowski. <br /> <br />Case #1: Well No. 3 and 4 Update <br /> <br />City Engineer Jankowski explained that staff is asking for approval of three modifications to the <br />existing contract on Well No. 3. The first request is authorization of a $701 contract addition to <br />cover the cost of two concrete-filled protective bullards and a concrete pad to accommodate the <br />electrical power transformer. It was anticipated that the electric utility would supply these as a <br />part of their installation, but the power utility does not provide for these materials. Second, staff <br />is requesting an increase of $645.45 to accommodate a larger chlorine booster pump. The pump <br />specified was based on an anticipated well capacity of 1,000 gallons per minute but the actual <br />capacity is 20 percent higher than that. The third modification involves the addition of a pressure <br />switch to serve as a control for Well No. 3. The cost of this addition is $4,418. Mr. Jankowski <br />continued that the City has been advised that they may wish to have a test well drilled at the <br />location chosen for Well No. 4 prior to constructing the production well. Although Well No. 3 <br />produced more than the targeted output of 1,000 gallons per minute, the thickness of the aquifer <br />was thinner than expected. The generalized bedrock surface elevation map shows that the <br />proposed site for Well No. 4 would be located in approximately the center of a minor bedrock <br />valley, which suggests that the water-bearing aquifers might be still thinner than Well No. 3. A <br />thinner aquifer would reduce the potential capacity of the well or could prohibit the use of <br />blasting for the development of the well and consequently the production may be only in the <br />usage of 600 to 800 gallons per minute. Three quotes were received to do this work and Mr. <br />Jankowski presented those quotes. The low bid came in from E.H. Renner & Sons. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Haas Steffen to recommend <br />Council approval of a change order authorizing changes in the scope of Well House No. 2 and <br />Well No. 4 projects. <br /> <br />Motion carried. Voting Yes: Councilmembers Beyer, Haas Steffen, and Zimmerman.
