The approximate cost for all of this would be <br />$1,600 and the placement would be at 149th Avenue and Peridot. <br /> <br />Patty Hoffman, who lives in that area, asked about making the road into a temporary, one-lane <br />road. <br /> <br />Mr. Jankowski referred to chokers where curves are moved in to create less space and force <br />traffic to slow down. <br /> <br />Councilmember Beyer arrived (5:42 p.m.). <br /> <br />Councilmember Haas Steffen felt that if C.R. #116 was completed in that area, it probably would <br />take traffic away from that area right away. <br /> <br />City Administrator Schroeder stated that the County Commissioner has said that if the City can <br />give them an alignment now, perhaps the construction to extend #116 can begin next year. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman to <br />recommend City Council approve the temporary installation of a traffic circle at 149th Avenue <br />and Peridot, at a cost to the City. <br /> <br />Motion carried. Voting Yes: Councilmembers Haas Steffen and Zimmerman. Voting No: <br />None. Abstain: Councilmember Beyer (as she was not present for most of the discussion). <br /> <br />Case #2: Section of C.R. #116 Alignment Between C.R. #56 and C.R. #83 <br /> <br />City Engineer Jankowski stated that the City will be responsible for acquiring the necessary <br />right-of-way for the extension of C.R. #116, however, prior to that, it will be necessary to select <br />an alignment for the extension. Council had agreed to delineate the wetlands which could <br />possibly be impacted by the road construction and further directed that an alignment be selected <br />to minimize the wetland impact. This delineation has been performed and an exhibit has been <br />prepared showing the wetlands in the area. There is an obvious route which minimizes the <br />wetland impact over other routes, primarily due to a break in the wetland finger. This location <br />would place the intersection of C.R. /4116 approximately 360 feet north of the present <br />intersection with 147th Avenue. Mr. Jankowski explained that it is likely the 147th Avenue <br />intersection with Armstrong Boulevard would be eliminated by a cul-de-sac in order to minimize <br />conflicting caused by the close proximity of the two roads. He also pointed out that at a location <br />approximately 570 feet north of this intersection, the City currently has title to a 120-foot wide, <br />half-mile long, strip of right-of-way that could facilitate the future westward extension of C.R. <br />#116, possibly as a county road, but definitely as a city street. The advantage of this more <br />northerly alignment would be a savings in land acquisition cost. The disadvantage would be an <br />increase in wetland impact over the least impact alternative. Mr. Jankowski continued that we <br />would be crossing over a Type 3 wetland so we would have to do some mitigation but we are <br />looking at about $200,000 to acquire the right-of-way to the north.
