Councilmember Haas Steffen felt that it makes more sense to go to the northerly route instead of <br />the southerly. <br /> <br />Councilmember Zimmerman agreed that the northerly route appears to be most feasible and <br />economical. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to recommend <br />to Council the most northerly route for the extension of C.R. #116. <br /> <br />Motion carried. Voting Yes: Councilmembers Haas Steffen, Beyer and Zimmerman. Voting <br />No: None. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Haas Steffen to recommend <br />Council direct staff to initiate acquisition proceedings for the extension of C.R. #116. <br /> <br />Motion carried. Voting <br />No: None. <br /> <br />Case #3: Consider Initiation of Design Work on T.H. #47 Projects <br /> <br />City Engineer Jankowski noted that, beginning in the fall 1995, the City began addressing T.H. <br />#47 with the preparation of a corridor plan which was adopted in August, 1996. The City <br />initiated implementation of the plan by pursuing a local initiative project to improve the segment <br />of T.H. #47 between 142nd Avenue and C.S.A.H. /45. The grant application for that local <br />initiative project was submitted in November 1996. In February 1997, it was announced that the <br />City's application was deemed successful, contingent upon resolving some access issues. In July <br />1997, the Council directed that a grant application for a project having a larger scope, from <br />142nd Avenue to 153rd Avenue, be submitted under the Federal Surface Transportation <br />Program(STP). Successful STP projects will be determined until October, and not formally <br />announced until December 1997. Successful STP projects would be constructed in the year <br />2001. Mr. Jankowski observed that the City has one successful project and one pending project <br />covering the same segment of T.H. #47. The local initiative project and one pending project <br />covering the same segment of T.H. #47. The local initiative project must be awarded by June 30, <br />1998, or the funding could be jeopardized. In order to award a project by June 30, 1998, <br />complete plans should be submitted no later than January 1998. He reiterated that it would be <br />October before the City knows if the STP project application is successful. If field work is not <br />started soon, it will be unlikely that plans will be able to be completed in order to meet the local <br />initiative deadline. <br /> <br />Councilmember Zimmerman felt that the City stands a good chance of doing the whole project. <br />He noted the problem of getting onto Highway #47 due to traffic and that the City needs to do <br />something to provide safety. He felt that the field work should begin. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to recommend <br />that Council approve beginning with the engineering, with regard to the T.H. #47 projects, but to <br /> <br />Road and Bridge Committee/September 9, 1997 <br /> Page 3 of 4 <br /> <br /> <br />
