Councilmember Haas Steffen wondered what the difference in timing would be if the only <br />project done was the local initiative one. <br /> <br />Mr. Dvorak replied that would be the spring of 1998. <br /> <br />Mr. Art Raudio and Mr. Rick Foster, property owners, asked if at least the local initiative project <br />could be started since they have been waiting for something to be done for 15 years. <br /> <br />Councilmember Haas Steffen suggested that applying for the bigger project makes more sense <br />for the dollars the City is putting in. <br /> <br />Mayor Gamec asked about the accesses - ingress and egress. <br /> <br />Mr. Jankowski replied that part of the high scoring for this project was the fact that the City has a <br />corridor study and that study envisioned a significant reduction in the number of accesses. He <br />added that access is an issue that has to be discussed with MnDOT. <br /> <br />Upon inquiry who the excess right-of-way would go back to, Mr. Foster answered that it would <br />go back to Mr. Raudio - Mr. Raudio would then deed it to the City and then there is no access <br />problem. Turn back the ten feet and you have the problem solved. <br /> <br />Councilmember Haas Steffen inquired if anything could be done inexpensively to help out Mr. <br />Raudio and Mr. Foster in the interim. <br /> <br />Mr. Foster stated that the realignment of C.R. #5 and T.H. #47 would help. <br /> <br />Councilmember Haas Steffen wondered if that realignment could be done in a temporary fashion. <br />Mayor Gamec mentioned an access like at the Standard station - a right-in. <br /> <br />Mr. Foster stated that the proposal is to bring this alignment of Xkimo up to C.R. #5. <br /> <br />Mayor Gamec asked what if the City could get ingress and egress to that property temporarily, <br />but at the time of upgrading, the egress would be taken away. <br /> <br />Mr. Foster stated he would really like to keep both ingress and egress but he would settle for that. <br />Mr. Dvorak expressed doubt that the State will agree with this proposal, even temporarily. <br /> <br />Councilmember Haas Steffen stated that Council is aware of what Mr. Raudio and Mr. Foster <br />want. However, the City does not want to lose the big money. She felt that someone should <br />present the proposal of temporary egress until the alignment happens. <br /> <br />Mr. Jankowski stated that the City needs to meet with MnDOT and review the entire corridor and <br />find out what their position is. <br /> <br />Road and Bridge Committee/November 18, 1997 <br /> Page 3 of 7 <br /> <br /> <br />
