could be stretched out if certain elements were desired to be undertaken earlier, but could not be <br />compressed much further. Mr. Jankowski continued that the consultant has spoken with MnDOT <br />about accelerating the project to an earlier fiscal year, and indications are that this is quite likely. <br />It may be desirable to accelerate the project to 1999, when MnDOT is scheduled to detour T.H. <br />#47 for major overlay and culvert work. The Local Initiative Project was given a lump sum <br />$432,000 contribution by MnDOT, with the City picking up the remaining costs other than <br />Anoka County share. Anoka County has budgeted $250,000 for 1998, to cover its costs <br />associated with relocating and signalizing C.S.A.H. #5. The City has proposed using TIF funds <br />for its share of this project. The STP project is a federal funded program which 80% of the <br />construction cost is covered by federal monies. The remaining 20% of the construction costs and <br />all engineering, development, and right-of-way acquisition costs would be borne by the City as <br />the lead agency. Funding for the STP program could come from TIF funds or MSA off-system <br />funds. Additionally, in 1999, an overlay project for T.H. #47 is being proposed by MnDOT to <br />extend from C.S.A.H. #5 to the northern City limits. Mr. Jankowski announced he is inquiring <br />whether some of those dollars could be applied to the STP project costs. Also, the question may <br />arise with MnDOT as to whether the $432,000 earmarked for the Local Initiative Project could <br />be allocated to the STP project since the Local Initiative Project is entirely inclusive of the <br />project limits of the STP project. The cost of the STP project is about $5 million - Ramsey's <br />share is $2.4 million, Anoka County's share is about a quarter of a million dollars and <br />MnDOT/Federal Government's share is about 2.3 million dollars. The City's biggest share <br />comes from acquisition of right-of-way for the STP project - about $1.5 million dollars. Mr. <br />Jankowski introduced James Dvorak, representing SRF. <br /> <br />In answer to how likely is Ramsey to get the STP funding, Mr. Dvorak stated very likely. <br />Ramsey is number one on the list. In answer to what does the City have to do to get its "ducks in <br />a row" - Mr. Dvorak explained that an environmental assessment has to be done plus a public <br />hearing has to be held on the environmental assessment, the rights-of-way have to be obtained, <br />etc. <br /> <br />Mayor Gamec commented on trying to do something for the developer who has had to "sit on" <br />his property for 15 years. He wondered if the City should start with the smaller project. <br /> <br />Mr. Dvorak responded that in his discussions with Bob Brown, MnDOT would be more <br />interested in doing both at the same time. He suggested that maybe the State would be willing to <br />roll the $400,000 for the Local Initiative Project into the STP project. <br /> <br />Discussion ensured relating to the State's maintenance projects listed for 1999. Mr. Dvorak <br />suggested that he and Mr. Jankowski would check if there would be any maintenance money that <br />could be added to the STP pot also. <br /> <br />Councilmember Haas Steffen wondered how quickly we could start this project if the City has <br />the money. <br /> <br />Mr. Dvorak replied probably the spring or summer of 1999 - but it would have to be pushed. <br /> <br />Road and Bridge Committee/November 18, 1997 <br /> Page 2 of 7 <br /> <br /> <br />
