<br />Case #5: <br /> <br />Receive Bids and Award Contract for Improvement Project #06-22, Ramsey <br />Town Center Phase 2 Segment 2 <br /> <br />Civil Engineer II Linton stated Improvement Project No. 06-22 consists of bituminous surfacing, <br />drainage improvements, sanitary sewer, watermain and miscellaneous improvements to segments <br />of Civic Center Drive and Rhinestone Street which are located south of Sunwood Drive. Bids <br />for the project were opened on July 19, 2007. Ten bids were received. The low bidder on the <br />project was Hydrocon in the amount of $323,518.55, which is under the engineer's estimate on <br />this project of $370,634. Mr. Linton stated this project will provide street access for the <br />Crestview housing project and the Medical Examiners office. <br /> <br />Councilmember Look noted the funding source is the improvement bonds paid back from the <br />RTC special assessments. He asked if these special assessments are currently in question. <br /> <br />Interim City Administrator Nelson stated the special assessments are levied against the property <br />and are not in question. During the development agreement negotiations R TC, LLC gave up the <br />right for any type of appeal on the assessments. <br /> <br />Councilmember Look asked if the special assessments are not part of the declaratory action. <br /> <br />Interim City Administrator Nelson replied no, the special assessments were levied and are no <br />longer negotiable. <br /> <br />Motion by Councilmember Olson, seconded by Councilmember Jeffrey, to adopt Resolution <br />#07-07-176 awarding Project #06-22, Ramsey Town Center City Phase 2 Segment 2, to <br />Hydrocon in the amount of$323,518.55. <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Olson, Jeffrey, Dehen, Look, and <br />Strommen. Voting No: None. Absent: Councilmember Elvig. <br /> <br />Mayor Gamec directed staff to notify the County of this approval. <br /> <br />Case #6: <br /> <br />Consider a Resolution Authorizing Waters-Oldani Executive Recruitment to <br />Negotiate an Employment Agreement with the Selected Candidate for the <br />City Administrator Position <br /> <br />Mayor Gamec stated Council has been going through the interview process with candidates for <br />the city administrator position for the past several months. The proposed resolution authorizes <br />the recruitment of Kurt Ulrich for the position. <br /> <br />Human Resources Manager Reed Kone explained the purpose of this resolution is to authorize <br />Waters-Oldani Executive Recruitment to negotiate an employment agreement with Mr. Ulrich. <br /> <br />City Council!
