Motion by Mayor Gamec, seconded by Councilmember Look, to adopt Resolution #07-07-177 authorizing Waters-Oldani Executive Recruitment to negotiate an employment agreement with the selected candidate for the city administrator position. Motion carried. V oting Yes: Mayor Gamec, Councilmembers Look, Dehen, Jeffrey, Olson, and Strommen. Voting No: None. Absent: Councilmember Elvig. Case #7: Report from Personnel Committee: 1) Discussion Regarding Boards and Commissions City Attorney Goodrich stated the Personnel Committee discussed the potential termination of a board member for certain conduct within the City. The Committee recommended that the entire Council schedule a hearing for that purpose and that the board member involved be notified to be present. Councilmember Jeffrey indicated direction was given to schedule a hearing with the full Council with the individual present. Motion by Councilmember Jeffrey, seconded by Councilmember Dehen, to ratify the recommendation of the Personnel Committee in Case No.1 and to direct staff to schedule a hearing with the full Council and with the individual present. Further discussion: Mayor Gamec noted there had been a situation with a board member where it was determined they could not do anything about it; it needed to be something like malfeasance of office. City Attorney Goodrich replied that will be a decision for the Council to make at the hearing. Councilmember Strommen noted with the attendance issue board members in the past have been sent letters. Councilmember Look stated this individual has been sent letters since 1992. It is time to take this to the next level and meet with this individual to try to identify common ground. Councilmember Strommen indicated this is a hearing in regards to potential removal from a commission, and she does not think this individual has received a letter saying that the Council thinks he may be involved with code of conduct issues. Councilmember Jeffrey explained the letter sent to the individual will say there has been an issue where there is a belief of a code of conduct violation, inviting him to a hearing to discuss that. This will allow them to make a better determination as a Council on whether they feel there is a violation warranting removal from a commission. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Dehen, Look, Olson, and Strommen. Voting No: None. Absent: Councilmember Elvig. 2) Consider Ending the Probationary Period for Patrol Officer Human Resources Manager Reed Kone stated on May 4, 2006, Chris Curtis was hired as a patrol officer with the City. Mr. Curtis has successfully completed his one-year probationary period as a patrol officer and the Police Chief recommends retaining Mr. Curtis as a full-time regular patrol officer. City Council!
