<br />questioned the appropriateness of looking at this according to the B-1 Business District standards <br />given that this is a residentially zoned area. She suggested with some of the buffering or things <br />there may be a more moderate position to help this blend with this type of situation when this site <br />is really zoned residential, and that this may be an issue to consider as they continue to look at <br />these types of situations. <br /> <br />Councilmember Jeffrey inquired about the daycare in relation to the expansion. <br /> <br />Councilmember Strommen noted the CUP authorizes a daycare, and there is not one currently on <br />the site. <br /> <br />Councilmember Jeffrey pointed out that the uniqueness about this is as the folks are dropping off <br />and picking up their kids and the idea is that the deli food can be picked up at that time. The <br />traffic patterns from the daycare will be early morning and late evening, and he is not crazy <br />about putting people onto Highway 5 with heavy traffic two times per day. If they are thinking <br />of91 children at the daycare that has a potential of 180 car trips per day. <br /> <br />Ms. Carol Lublin, applicant, stated they have a secretarial/medical transcription service that has <br />close to 100 employees. Many of the employees have gone home to work, and there are only <br />about 25 that come in now. That traffic has been coming in and out of the site, and there is also a <br />small computer service company with about three employees coming in and out. That company <br />is scheduled to move out when she goes ahead with this project, and at this time they have <br />signage for people to bring their computers in, so that will go away. Ms. Lublin stated when the <br />church was there they had a daycare. Some people were. concerned about weekend traffic with <br />this, but a church will bring more than the deli ever would. There is a road that will go down to a <br />4-way stop, and people could be encouraged to take that 4-way stop. Also, even with 91 children <br />they would not all come in at 7:00 a.m. People have all kinds of working hours, and a lot of the <br />children would be latchkey. She does not think the deli and already approved daycare will bring <br />in so much additional traffic that it would pose problems. <br /> <br />Councilmember Jeffrey stated that is a good point, but he would challenge the number of cars on <br />Highway 5 - 15 to 20 years ago when the church was there. <br /> <br />Ms. Lublin replied yes, but you do not take away a building site like this. She will use it in an <br />appropriate way. For as densely packed as that area is with housing she would think the deli <br />would be a nice thing. It will only be 900 square feet. They are planning that it would provide <br />food to the daycare so it would have a way to sustain itself as they wait for customers to come in. <br />The deli will have really good food. <br /> <br />Civil Engineer II Linton indicated staff has discussed the traffic issue at some length. This is a <br />site plan, which typically does not include a traffic study. However there are traffic studies <br />available from Shade Tree Cottages and Rum River Estates that provide an indication of the <br />traffic levels. The intersection closest to this site, even with the additional houses, was projected <br />to operate at service level B. Levels of service are graded from A to F; with level B you may <br />need to wait for a few seconds to get onto Highway 5. In looking at the daycare there will be <br />some additional coming and going; some of that could be people living in the neighborhood that <br /> <br />City Council I July 24, 2007 <br />Page 8 of 19 <br />
