Delis are not specifically listed in the traffic generation manuals; the <br />manuals include sit-down restaurants, fast food without a drive-thru, and fast food with a drive- <br />thru. The consultant recommended considering the classification of fast food with a drive-thru. <br />This would generate 50 trips per hour at the peak p.m. hour; that is about one per minute so it is <br />not extreme. The traffic would be distributed coming out of the site; it would not all be <br />concentrated. There would be additional trips, which was alluded to earlier in this case. The <br />Planning Commission was inclined to limit the hours of the deli so there may not be peak p.m. <br />hours of traffic getting onto Highway 5. . <br /> <br />Mayor Gamec asked what the Planning Commission recommended for hours. <br /> <br />Associate Planner Geisler replied the Planning Commission recommended hours of 6:00 a.m. to <br />6:30 p.m. Monday through Sunday. <br /> <br />Councilmember Dehen indicated there was mention in the notes that the times of operation <br />would be 6:00 a.m. to 8:00 p.m. <br /> <br />Ms. Lublin stated that is the hours they were allowed to operate for the secretarial service. They <br />are not allowed to have any outside events after 8:00 p.m. They have had employees that work <br />there 24 hours per day. They do not want a deli that stays open until 7:00; they are thinking <br />about closing even earlier, and she is not even sure if it will be open all seven days. The <br />Planning Commission saw fit to arrange those hours. They plan to put up bike racks to make it a <br />neighborhood type of thing; they are not looking for people to come off of Highway 10 to use the <br />deli, they will not have it staffed that way. <br /> <br />Mayor Gamec suggested some type of screening for the parking lot with a walkway for the <br />people coming from the north. <br /> <br />Ms. Lublin stated there have been a lot of cars coming througl). that area even though there is a <br />gate and a sign that says it is private property. They have also had trouble with snowmobilers. <br />As a business owner she does not want to necessarily give up the right of that access, even <br />though they are not planning to use it. They could take it into consideration to put in a walking <br />path. <br /> <br />Interim City Administrator Nelson requested clarification on whether the classification of <br />restaurant used to calculate the increase in traffic had actually been determined to be a donut <br />shop, which would be a small cafe classification. <br /> <br />Civil Engineer II Linton indicated the calculation for a donut shop would be 52 trips at the peak <br />p.m. hour, which is not a large difference from the drive-thru restaurant classification he had <br />quoted. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Olson, to adopt Resolution <br />#07-07-173 adopting Findings of Fact #0801 relating to the request for an amended conditional <br />use permit for Northern Counties Secretarial Services. <br /> <br />City Council / July 24, 2007 <br />Page 9 of 19 <br />
