<br />Community Development Director Trudgeon reviewed that since the denial of the preliminary <br />plat, the City has repealed the cluster subdivision ordinance and adopted a minimum lot size of <br />2.5 acres in the area of Shade Tree's land. He advised Shade Tree is considering developing the <br />property as a 2.5 acre development and wishes to discuss the potential subdivision with the <br />Council before submitting an official application. Shade Tree's plan would be to create 13 large <br />lots with a single access coming from Erkium Street. As part of the development Shade Tree <br />would construct an east-west road to the edge of their property that could eventually be extended <br />to provide a second access into the development. Mr. Trudgeon stated the issue still remains of <br />the limited access into the development. <br /> <br />Mayor Gamec commented this area is a long time off for re-subdivision. <br /> <br />Community Development Director Trudgeon indicated the 2.5 acre requirements are in effect in <br />this area. He noted there is a large wetland here with limited development possibilities. Staff <br />feels the road configuration should be realigned towards the northwest comer. <br /> <br />Councilmember Strommen pointed out that a re-subdivision plan is required to show <br />theoretically how future subdivision would be accomplished. <br /> <br />Mayor G:amec noted the lots meet the ordinance requirements; the street and access are the <br />Issues. <br /> <br />Councilmember Dehen inquired about access to the middle lots if the road were to be <br />reconfigured. <br /> <br />Community Development Director Trudgeon replied the lots would have to be reconfigured so <br />access is provided to all of them. <br /> <br />Ms. Megan Wald, Shade Tree Communities, presented a draft plan with an alternate road <br />configuration. <br /> <br />Community Development Director Trudgeon indicated staff would encourage that the road be <br />built to the edge of the property. There will be an additional 800 feet or so that needs to be taken <br />care of. His opinion is that this connection needs be made, and he is not sure it should be the <br />City's responsibility to make that happen to allow for development. <br /> <br />Council and staff discussed road connections and a second access to the developnient. <br /> <br />Fire Chief Kapler advised from a public safety standpoint a second access is absolutely critical. <br />The two homes on the south end of Erkium Street are already there and nothing can be done <br />about that, but with the houses going in to the west, he cannot say strongly enough that this <br />project needs a second access from a public safety standpoint. <br /> <br />Community Development Director Trudgeon stated it is important to point out that there are <br />already two lots 14 mile down that are in existence that use the access already. <br /> <br />City Council Work Session I July 24, 2007 <br />Page 2 of 6 <br />
