ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Road and Bridge Committee conducted a regular meeting on Tuesday, December <br />16, 1997, at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Sheila Beyer <br />Councilmember Natalie Haas Steffen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />Mayor Thomas Gamec <br />Acting City Administrator Linda Waite Smith <br />City Engineer Steve Jankowski <br /> <br />CALL TO ORDER <br /> <br />Councilmember Zimmerman called the regular meeting of the Road and Bridge Committee to <br />order at 5:40 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Update on T.H. #47 Projects <br /> <br />City Engineer Jankowski stated that, at the November 18, 1997 Road and Bridge Committee <br />meeting, the Committee and staff decided to have a meeting with MnDOT to discuss the two <br />grant projects on T.H. #47. Mr. Jankowski attended the meeting, held on December 10, 1997, <br />along with Mayor Gamec and Councilmember Haas Steffen. The following issues were <br />clarified: 1) The Local Initiative project has been transferred by MnDOT from Fiscal Year (FY) <br />1998 to FY 1999. This gives the City the opportunity to let a construction contract after the June <br />30, 1998 deadline, if it so chooses. 2) The mill and overlay project which was previously <br />reported as being scheduled for spring 1999, has been pushed back to spring 2000. 3) The cost <br />of the mill and overlay project is estimated to be $500,000, with roughly $100,000 attributable to <br />that portion which would be covered by the STP project. A determination has not been made as <br />to whether MnDOT would apply the $100,000 savings to the STP project. 4) Access control <br />was discussed at length. The STP project would create four full movement intersections at <br />142nd Avenue, C.S.A.H. #5/Xkimo Street, 149th Avenue, and 153rd Avenue. The Cobalt/149th <br />Lane intersection would have a raised median prohibiting lef~ tums. The 152nd Avenue <br />intersection would remain in its existing status but would be eliminated when another outlet for <br />the neighborhood could be provided to the west. Three existing residences would continue to <br />have direct access to the highway after the STP project.
