work with the City on the access issues associated with the undeveloped parcels relative to the <br />STP project. <br /> <br />Councilmember Zimmerman thought that MnDOT has said that the 142nd and T.H. #47 <br />intersection did not warrant signalization. <br /> <br />Mr. Jankowski responded that this was again repeated at the meeting. <br /> <br />Councilmember Haas Steffen inquired when the consultant study was done in this regard. <br /> <br />Mr. Jankowski stated that it was done in the fall of 1995, completed and adopted in August 1996. <br /> <br />Councilmember Haas Steffen inquired when negotiating was done with the State to which Mr. <br />Jankowski replied "right after that" (August, 1996). <br /> <br />Councilmember Haas Steffen stated she became very angry at the meeting. In 1993, the Ramsey <br />City Council passed a motion giving Rick Foster and Art Raudio access on 143rd when the site <br />and elevation was passed. The City went to the State and "gave away the store" with regard to <br />access. The State is saying no to any accesses. Councilmember Haas Steffen reported she is not <br />interested in Cobalt and 149th. She is not about to give up one access on T.H. #47. We will be <br />without a way to let people out on that highway if the State has its way. The taking on 143rd <br />will cost the City. She stated that the City did the study. She wanted to know why Mr. Raudio <br />was told he could have access when the State says they will allow no accesses. This project is <br />not going anywhere unless the City agrees to no access. If we agree to this, we will have to buy <br />back some of the most expensive right-of-way. She stated that no one told her that the City had <br />given the access away and reiterated that the City had promised Mr. Raudio access. <br /> <br />Councilmember Zimmerman stated that the City does not have any authority to deny access to a <br />State road. <br /> <br />Councilmember Haas Steffen argued that the City does not have any authority to promise access <br />either. The City promised Mr. Raudio access. Now look at C.R. #5 and T.H. #47. The plan is <br />for a raised median - you cannot get a right in or a right out. She inquired why no one told her <br />the State would not agree to any accesses. <br /> <br />Mr. Jankowski asked if Mr. Raudio was denied access by the State. <br /> <br />Councilmember Haas Steffen felt that is not the point - the point is that the City gave away <br />access on T.H. #47, but a motion was made by the Council that Mr. Raudio would get access <br />from 143rd. <br /> <br />Mr. Jankowski responded that there will be access at Xkimo. When County Road #5 is relocated <br />and T.H. #47 is safe to fix - we agreed to discuss 143rd at a future date. <br /> <br />Mayor Garnet stated that the State is holding firm. <br /> <br />Road and Bridge Committee/December 16, 1997 <br /> Page 2 of 8 <br /> <br /> <br />
