Councilmember Zimmerman commented that the State is saying if you (Ramsey) want <br />improvements, you do it - the State does not have any money. <br /> <br />Councilmember Haas Steffen stated, in her opinion, we are paying too much for this project and <br />we gave up our fights for negotiating and we really have worked over a developer. You (Council <br />and staff) asked the developer to wait and not make application until the safety issue is taken care <br />of. <br /> <br />Councilmember Beyer stated that they did not realize it would hurt the developer. <br /> <br />Councilmember Haas Steffen reiterated that, right away, the State said no access. Had someone <br />told her that access was not allowed, she would have told that to Mr. Foster. <br /> <br />Mr. Jankowski reported that this plan was done in 1995 and 1996, and that both Mr. Raudio and <br />Mr. Foster gave input. <br /> <br />Councilmember Haas Steffen felt that they (Raudio and Foster) did not know what was <br />happening. The City agreed to no access. <br /> <br />Mr. Jankowski reiterated that Mr. Raudio and Mr. Foster were a part of this plan. The plan does <br />not say "no access". It has a plan for access management and a plan where access may be <br />requested. This says that in no case should they be less than 600 feet apart. <br /> <br />Councilmember Haas Steffen stated that Raudio and Foster thought they had a promise of 143rd. <br /> <br />Mr. Jankowski commented that 143rd would be consistent with this document. <br /> <br />Councilmember Haas Steffen reiterated that the State says we (Ramsey) gave away access. <br /> <br />Mayor Gamec pointed out that if we allow access, $400,000 plus federal funding is gone. <br /> <br />Councilmember Zimmerman restated that the City does not have a fight to grant or take away <br />access on a State road. He suggested the City could be trying too hard to get this road improved <br />and the State knows it and is expecting the City to spend so much money. <br /> <br />Councilmember Haas Steffen stated that the State is saying from day one that it's been "no <br />access" or "limited access" and that's what we should have said to Raudio and Foster when they <br />requested access. If they get access, we will have to take it away or not do the T.H. #47 project. <br /> <br />Councilmember Zimmerman commented about the State never had access taken on T.H. #47. <br />Now the problem is so huge, they are billing the City for improvements. <br /> <br />Councilmember Haas Steffen agreed but she would like to know if she had any "cards in her <br />hand" and commented on this not even being negotiable. She questioned what would happen if <br />the City decided this project does not make sense for Ramsey - will the State "take the dollars <br />and go home"?
