Councilmember Zimmerman pointed out that the City is putting more money into this State road <br />than the State is. <br /> <br />Councilmember Haas Steffen stated that the right-of-way will cost the City a lot of money. <br />MnDOT said they will look for some money to purchase right-of-way. They said they would do <br />something sooner. We talked about the Raudio and Foster property and we said there's $153,000 <br />taxes due on this. That will be almost $1 million in taxes on this property. What we have to <br />agree to here is no one will buy this. They agreed they would realign C.R. #5 and T.H. #47 and <br />that they can begin that next year. <br /> <br />Mr. Jankowski stated that 142nd Avenue would be full tums and C.R. #5/Xkimo would be full <br />signal tums. There would be a median on Xkimo. <br /> <br />Councilmember Haas Steffen complained about the median. The proposed buyer is a gas station <br />and they will not buy it like that. We have not done anything to enhance this developer's land. <br />This constitutes a taking and that costs the taxpayers more money. T.H. #47 is the only play we <br />have and we need to hang on to it. <br /> <br />Discussion ensued relating to the access for the Amoco Station and also the fact that improving <br />T.H. #47 involves about five or six residential properties. <br /> <br />Councilmember Haas Steffen cormnented that if this was conveyed for public purpose and the <br />State did not use it, it would come back to the City. She added again that had she known what <br />the City had previously done with regard to access, she would have been able to deal with it. She <br />felt there is no sense to suggest that Raudio and Foster should apply for fight-of-way. <br /> <br />Mr. Jankowski stated that, as late as 1996, we were talking about access. The T.H. #47 corridor <br />plan allows for access to undeveloped property, however, access points must be a minimum of <br />600 feet from another access point. <br /> <br />Mayor Gamec stated that the State still says no to accesses. <br /> <br />Mr. Jankowski pointed out that MnDOT was part of the T.H. #47 corridor plan process. <br /> <br />Councilmember Haas Steffen asked do we put our money into this and go forward with the plan <br />and ask for more money for right-of-way, or do we go ahead with T.H. #47 and C.R. #5. She <br />suggested someone better talk with Art Raudio and Rick Foster. In her opinion, if the City does <br />nothing on this road, she would be in the grave by the time the State does something with it. <br />They have no intention of doing any kind of improvement. <br /> <br />Mayor Gamec felt that the City is really getting "nailed" on this project. <br /> <br />Councilmember Haas Steffen stated she would not mind spending $2,000,000 to get $3,000,000. <br /> <br />Road and Bridge Committee/December 16, 1997 <br /> Page 4 of 8 <br /> <br /> <br />
