Mayor Gamec stated that if we want the money and the project to be done, there will be no <br />accesses. <br /> <br />Councilmember Zimmerman suggested that maybe Ramsey can work with the State - they may <br />be still willing to participate in funding. <br /> <br />Councilmember Haas Steffen stated that she would not be interested in improvements if it is not <br />the big project. <br /> <br />Mr. Jankowski presented a comparison of the projects. It will cost another $300,000 than if we <br />did just the single project. The $1.5 million for rights of Way does not include any rights of <br />access. <br /> <br />Councilmember Haas Steffen wondered if someone could tell her what it costs to buy back the <br />right to drive out on a road. <br /> <br />Discussion ensued relating to land commissioners. Upon inquiry of how the commissioners <br />would view the land across from C.R. #5, Mr. Jankowski replied that we may not know that until <br />we are well into the project. We will not have to do much grading and the signals should be <br />installed by next December. <br /> <br />Councilmember Haas Steffen stated that if the developer says he is not going to develop this <br />property, she will not push for this, however, if he is planning to do something with it, she felt <br />the City should push. The developer has paid a lot in taxes. She reiterated that she is not <br />interested in doing the smaller T.H. #47 project. <br /> <br />Mr. Jankowski commented that the larger project could be finished by July, 2001. <br /> <br />Councilmember Haas Steffen thought that someone had stated the project could be moved up a <br />year. <br /> <br />Mr. Jankowski thought that was a possibility. <br /> <br />Councilmember Haas Steffen stated again that Mr. Raudio and Mr. Foster have to be told what's <br />happening. She felt we should not have just left hand tums. We will no have access at the <br />Katnis property. She wondered how we will pay for all this right of way access and pay for the <br />road too. She added that we will not divide access. <br /> <br />Mayor Gamec could not see giving up an access by the Katnis property. We would be talking <br />about routing people through City roads. He felt speeding would be a problem. <br /> <br />Councilmember Zimmerman commented that one of the big unknowns about this project is the <br />cost of access. <br /> <br />Councilmember Haas Steffen suggested that the City cannot say no to the big project.
