<br />and sick leave, pension plan, expenses, professional development, resignation, suspension, <br />termination and severance pay, and the payout of benefits per HR policy, <br /> <br />Councilmember Jeffrey commented comp time is not appropriate at this level. <br /> <br />Human Resources Manager Reed explained the practice of a flex schedule with the assumption <br />that the person in the position understands the hours required for the position. <br /> <br />Councilmember Jeffrey commented the term "comp time" is not the correct term. <br /> <br />Councilmember Strommen stated the performance evaluation should include specific goals and <br />measures. <br /> <br />Mayor Gamec stated he would like the performance evaluation to include how the City <br />Administrator contributes toward achieving the City's strategic goals. <br /> <br />Councilmember Jeffrey recommended a 360-degree evaluation to include Council, Department <br />Heads, and community members. <br /> <br />Human Resources Manager Reed stated she would work with Ms. Simms on the 360-degree <br />evaluation. <br /> <br />Ms. Simms commented the two weeks banked time for the first year and four weeks accrued <br />yearly is a feel good offer. She stated the likelihood of a person in the City Administrator <br />position being able to take all the time off is uncertain. <br /> <br />Councilmember Dehen asked if each Department HeadlManagement had the same accrued time. <br /> <br />Human Resources Manager Reed replied that accrual rates for management and non- <br />management are different. <br /> <br />Councilmember Jeffrey recommended starting at three weeks accrued time. He clarified that as <br />Mr. Ulrich transitions; the City of Mounds View would be responsible for sick leave and <br />vacation. <br /> <br />Councilmember Olson asked about banking time and the carry-over of sick leave and vacation. <br /> <br />Human Resources Manager Reed replied Payroll notifies individuals when they are about to lose <br />leave hours. <br /> <br />Councilmember Olson asked about taking pay in lieu of leave. <br /> <br />Councilmember Look asked that severance pay be set at three months rather than the current six <br />months. <br /> <br />Council requested the reference to compensatory time be removed. <br /> <br />City Council Work Session / July 23, 2007 <br />Page 2 of7 <br />
