<br />The proposal for the fourth phase of Brookfield includes the construction of I 67th Crossing and <br />Kamacite Street. <br /> <br />The grading and utility plans have been reviewed and are acceptable. Some changes are needed to <br />the landscaping plan, primarily with regard to density transition landscaping. The preliminary plat <br />for Brookfield was approved with a contingency to include additional density transition landscaping <br />in this area. Some additional landscaping is shown on the submitted plans, but more information is <br />needed on the existing tree cover to determine if the new plantings shown are sufficient. <br /> <br />Recommendation: <br /> <br />Staff is recommending approval of the final plat. Staff is also recommending that some additional <br />measures be taken to insure the installation of the density transition landscaping in a timely manner. <br />Similar plantings were required for Brookfield l5t Addition, which have not yet been installed. Staff <br />continues to work with the applicant to meet this requirement. To streamline this process for the 4th <br />Addition, staff is recommending that the building permits for Block 2 not be issued until all the <br />density transition landscaping for this phase is fully installed and accepted. Staff is also <br />recommending that a 2-year maintenance surety be collected to insure the survival of the initial <br />plantings. Finally, staff is also recommending that a landscape easement be recorded over the <br />plantings along Block 2 and dedicated to the Home Owners Association for Brookfield; to further <br />protect these plantings. <br /> <br />Council Action: <br /> <br />Motion to adopt Resolution #07-08-_ to approve the final plat of Brookfield Fourth Addition <br />contingent upon the following: <br />1. Compliance with City Staff Review Letter dated August 23, 2007 <br />2. The Developer entering into a Development Agreement with the City <br />3. Installation of density transition landscaping prior to issuing building permits for Block 2 <br />4. Receipt of a 2-year maintenance guarantee for the landscaping <br />5.
