Assistant Public Works Director Olson indicated if the developer is willing to take on the maintenance responsibilities, at least the entrance median and the roundabout would . be workable. Councilmember Olson stated she has had experience using roundabouts in other parts of the country where they get heavy snowfall, and the flow of traffic around a roundabout is handled very nicely. She understands the reluctance to try the first one, but she thinks it should be utilized. Councilmember Jeffrey indicated the roundabout and the boulevard median would be good features for the development as long as they are maintained. The Council and staff discussed maneuverability for snow plow and emergency vehicles in relation to the cul-de-sac median. Councilmember Cook stated he would like to have the cul-de-sac median looked at closer. Councilmember Elvig concurred. Assistant Public Works Director Olson explained these issues do not need to be determined at the time of preliminary plat. Staff can work through the design and bring it back at final plat. He indicated there are a couple of other issues to address. Based on past experiences with County officials, accesses onto County roads are eliminated as much as possible. The second connection to Nowthen Boulevard may be an issue and could be turned into a cul-de-sac instead of second access. Councilmember Olson inquired about the distance between the two accesses onto Nowthen Boulevard. Assistant Public Works Director Olson replied the distance between the accesses would be approximately 1/8 mile. He indicated the last issue to discuss is the connection to 1 67th Avenue via Marble Street recommended by staff. He explained generally everyone in this subdivision will be traveling south and east. There currently are a number of accesses, one to 1 67th Avenue, two to the existing neighborhood on the east, and two proposed on CR 5. The number of households expected to utilize the proposed access to l67th Avenue is approximately 260 vehicles. This would be close to 500 trips per day that would utilize the 16i Avenue access, rather than past existing homeowners going south on l67th Avenue with the future realignment of l6ih Avenue. The Planning Commission recommended against including the access. Staff recommends including an outlot to allow for the access that would be released if the property to the east develops and provides an alternative connection. Councilmember Strommen requested clarification that the idea is to preserve the outlot for the possibility ofa future com1ection, and that there would not be a connection at the end of the Overtooms' driveway if they do not redevelop their property.
