<br />Councilmember Elvig expressed concern with wrapping up this entire project, which has so <br />many facets to it, into another larger contingency of the east/west lateral, which is a much larger <br />conversation for the City overall. He suggested this contingency be removed from this <br />development, with action taken to keep the east/west lateral moving forward. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to approve the <br />preliminary plat for Brookfield Addition, with the above discussion relating to the cul-de-sac <br />island, the roundabout, and the cul-de-sac off 167th Avenue to be handled by staff. The motion <br />includes the following conditions: <br />a. Compliance with City Staff Review Letter dated August 3, 2005, revised September <br />9,2005; <br />b. Submission of a revised preliminary plat that includes a trail on the west side of <br />Nowthen Blvd., from the northern plat boundary to 167th Avenue; <br />c. Submission of a revised landscaping plan; <br />d. Approval by Anoka County of the southerly access to Nowthen Blvd; <br />e. Extension of municipal sewer and water to the property <br /> <br />Further discussion: John Peterson, applicant, reviewed the following concerns associated with <br />the staff report: <br /> <br />Densitv transitioning: The staff report discusses a strip of land being in common ownership. <br />This is a bit of a difficulty in this situation, as there is a regular City lot there that cmmot include <br />common ownership. He explained screening can be done in this area. <br /> <br />Screening li!ith the out lots: It is very likely that this area will be developed into residential lots <br />very soon. It would seem to be a good idea to utilize screening in this area. The lots adjacent to <br />the Overtoom property were made deeper, and there is a natural buffer they are plmming on <br />supplementing. <br /> <br />Second access to Nowthen Blvd: This request will be 'withdrawn. It was an attempt to direct <br />some traffic away from Garnet Street, but it will not likely be approved. He indicated he has <br />spoken to all of the neighbors, and he has a plan showing the road going out to Garnet Street. At <br />this time it would have to be a temporary cul-de-sac. <br /> <br />Cul-de-sac median: He is willing to eliminate the cul-de-sac median. <br /> <br />Further discussion: Community Development Director Trudgeon advised regarding the density <br />transitioning, there are a couple of other options in the density transitioning ordinance other than <br />common ovmership. Many times a case by case basis is used with a combination of what makes <br />sense, such as a combination of berms, landscaping and fencing. Mr. Peterson would like to do <br />more landscaping and benns versus common ownership, and they can determine a mix that will <br />work for the transitioning. Jim Overtoom, 16660 Jasper Street, stated he has an issue with <br />density transitioning relative to this plat. Mr. Peterson has come a long way with trying to <br />rectify the issues he has, but there are nine separate lots abutting his property. He questioned if <br />the landscaping that is there already and that will be supplemented by Mr. Peterson provides for <br />the density transitioning or if it will just provide screening. He questioned how the Council can <br />approve this preliminary plat with the preferred alignment for the east/west corridor running <br /> <br />City Council / September 13, 2005 <br />Page 16 of 33 <br /> <br />-125- <br /> <br />
