<br />BrooJifield 4th Addition - Final Plat <br />August 23, 2007 <br />20f3 <br /> <br />Other Lot Requirements: Trott Brook is a designated tributary of the Rum River, and is subject <br />to Scenic River and Shoreland Management requirements. Lots along the Brook are subject to a <br />75-foot lot width at the OHW of Trott Brook, a 100-foot setback from the OHW, controlled <br />vegetative cutting within this 100-foot setback, and a 25% impervious surface limitation for lots <br />fronting the brook. The approved preliminary plat complies with all of these standards except <br />the 75-foot lot width requirement as measured at the brook. Staffhas had discussions with DNR <br />Staff, who explained that the intent of the Shoreland lot width requirement is to ensure that <br />sufficient lot area is provided. Because of the large lot sizes on the Trott Brook, DNR Staff feels <br />the intent of the requirement is being met. <br /> <br />Landscaping: The follo'wing overall comments are offered regarding the landscaping plan dated <br />July 26,2007: <br />. Each lot is required to have two new trees planted in the front yard area (for comer lots, <br />one tree should be located adjacent to each road frontage). An additional front yard tree, <br />is required for Lots 2.9 Block 2 and Lots 4-6 Block 1. <br />. Planting details should be included 'with the landscaping plan. <br /> <br />A revised landscaping plan must be submitted. <br /> <br />Tree Preservation: Tree save fencing must be installed and shall be at least at the dripline of all <br />trees/vegetation intended to be preserved. No grading or other soil disturbance shall occur <br />beyond this point. There appears' to be a conflict on Page C3.1 with the grading limits and the <br />apparent dripline of trees slated for preservation (most notably on Lot 5 Block 2 and to a lesser <br />extent on Lots 4 and 6 Block 2). This discrepancy between tree preservation limits and grading <br />limits needs to be resolved such that the limits of grading activities coincide with the dripline of <br />trees (a more detailed tree inventory should also help clarify this matter). <br /> <br />Density Transition: Density transitioning is required between the proposed lots (Lots 1-9 Block <br />2) and the existing single family homes to the south and east. If landscaping is utilized to satisfy <br />the transitioning requirements, the minimum number of plantings along this common boundary <br />line shall be six trees for every 100 feet of adjacent property, including two each of evergreens, <br />overstory trees, and ornamental trees. Credit for existing vegetation may be granted; however, a . <br />more detailed inventory that identifies species, diameter, location, and condition, at a minimum, <br />must be prepared and submitted to determine the extent of credit warranted for Lots 4-7. The <br />proposed transition plantings on Lots 1-3 are sufficient for .those lots. Other considerations <br />regarding the density transitioning plantings include: <br />. Additional plantingsare necessary on Lots 8 & 9 Block 2. <br />. An enlarged draV\IDg must be prepared that clearly indicates the quantities and species <br />that will be installed/preserved on each lot. <br />. Staff is recommending that density transition landscaping be installed (and accepted by <br />City Staff) prior to the issuance of building permits for Block 2 <br />.
