Ms. Narr stated the <br />Council is saying that there are more people and more tax base, but she cares about the <br />safety of her children and the children that live on her block. They voted for the Council <br />to stand up for them and say first and foremost it is Ramsey and Ramsey citizens. The <br />development is great and she admires a lot about it, but if they don't have a safe <br />community with safe streets to drive on and schools their kids can get to safely, it is no <br />good. Some of the Councilmembers have to drive on Highway 5 in the morning; it used <br />to take her 15 minute to get to the school she teaches at, and now it takes her nearly an <br />hour. The residents want this property zoned R-l and that is why they are all here. <br /> <br />The Council discussed requirements to be included in the preliminary plat and site plan <br />approval. Consensus of the Council was to include the following requirements in the <br />preliminary plat and site plan approval: <br /> <br />. Units off of 151 st Lane reduced to 2/2/2/2 (from 12 to 8 units) <br />. Extra buffering for the major spine close to Nowthen Boulevard <br />. An escrow required for the sidewalk planned for the south side of 151 st Lane. <br />Staff should work further to determine the location for the sidewalk or trail, which <br />may be located behind the houses. <br />. Recommended plan to be brought to the Council showing the traffic impact of CR <br />5 between Sunwood and Alpine Drives. <br /> <br />Mr. Wayne Olson, 5830 151st Lane NW; stated there are other options for the trail. It can <br />be placed behind the houses all the way down to the end of the long cul-de-sac. It would <br />be a wonderful walking path with an occasional shot out to 151 st Lane. The other point is <br />that they have one red dot on this intersection now, and they should consider what they <br />will do in two years with another red dot on 151 st Lane. <br /> <br />Ms. Kelly Trove, 5844 - 151st Lane NW, stated she agrees with Councilmember Jeffrey <br />and does not want this development. But if there is a trail and it is moved behind the <br />houses it would save several large old oak trees. <br /> <br />Councilmember Jeffrey indicated he would like to see the speed study that was <br />previously requested in this area to be completed as quickly as possible. <br /> <br />Mayor Gamec indicated there has been discussion of whether the flashing amber warning <br />lights that are there for the school would be moved to increase the zone. <br /> <br />Mr. Larry Hillar4, applicant, stated he has talked to Anoka County and they have <br />indicated a strong interest in expanding that zone. <br /> <br />Motion by Councihnember Cook, seconded by Councilmember Pearson, to adopt the <br />resolution approving the preliminary plat and preliminary site plan for Skyline Pointe <br />with the following requirements included in the preliminary plat and site plan approval: <br /> <br />· Units off of 151 st Lane reduced to 2/2/2/2 (from 12 to 8 units) <br /> <br />-160- <br /> <br />
