City of Ramsey

, f}- . D/1
\ Q.C . 1) \
~o

Questions for Incumbent Board/Commission Members
Seeking Reappointment

Name: Robert Bentz

Date: 08/20/2007

Name of board or commission:

Environmental Policv Board rEPB)

1. What do you feel has been the most important accomplishment of the
Commission during your term of office?
The most important accomplishment of the EPB in my opinion would be
the Ramsey Wetland Inventory, with partial completion in 2006, and final
completion by end of summer 2007.

2. What do you feel has been your most important personal contribution to
the Commission's work during your term of office?
I may not know the most about biological environmental impacts, but I do
know about the chemical impacts and the qualitative quality of data. I do
not use the highly subjective aspects commonly used to judge
environmental data. Because of my background I believe I ask pertinent
questions that seem to be glossed over, and increasing the discussion on
topics.

3. What has been your greatest frustration as a commissioner?
I feel personally that some ideas have not had enough time for digestion
or review. Obtaining an important draft report, upon which a decision is to
be made at that time, to myself is not wise. Having consultants give
reports before the report is available does not allow for review of material
and the generation of thoughtful questions. No review time does allow for
off-the-cuff questions, during the consultant's presentation. There is no
time to really go through the reports in their entirety while the consultant is
there... to answer questions. I understand the fast pace is necessary, but
can lead to problems. I believe the rush also cost the City dearly for the
2006 Ramsey Wetland Inventory. Mayor may not be the City's fault, but
the consultant obviously was not reviewing all aspects of the Inventory
and generated a huge cost overrun. Some things need to be more fully
understood, which means more time, more meetings, more questions, and
more preparation.

4. In your opinion, what would make the Commission more effective?
I would like to see at least a week given to proper review of reports, giving
blessings to important City Council projects and discussion of any
significant new developments. I know Mr. Anderson is very busy, but I

-249-
