<br />CASE # <br /> <br />, <br /> <br />PUBLIC HEARING <br />REQUEST FOR PRELIMINARY PLAT REVIEW OF <br />REGENCY POND 4TH ADDITION; <br />CASE OF TSM DEVELOPMENT, INe. <br />By: Amy Geisler, AICP, Associate Planner <br /> <br />Background: <br /> <br />TSM Development, Inc. has submitted a preliminary plat application as part of their plan to <br />construct 3 self-storage buildings and 3 commercial retail buildings on the property generally <br />located on Ramsey Blvd. and Bunker Lake Blvd. Plans for the self-storage buildings were <br />previously approved for this property in 2004; the developer has since acquired the 2 comer parcels <br />and now wishes to revise their plans. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Proposed preliminary plat <br />c) Public hearing mailing list <br />d) City Council work session meeting minutes dated July 24,2007 <br />e) Draft Plamung Commission meeting minutes dated August 2, 2007 <br />f) Anoka County review letter dated August 1, 2007 <br />g) City Staff review letter dated July 26,2007, revised August 23,2007 <br /> <br />Notification: <br /> <br />Residents within 700 feet of the Subject Property were notified of the preliminary plat public <br />hearing. Several public hearings for tills proposal were held at the August Planning Commission <br />meeting, but the preliminary plat notice itself was accidentally omitted, so Staff re-advertised for a <br />public hearing to be held at this City Council meeting. <br /> <br />Funding Source: <br /> <br />All staff costs associated with the review of land use applications are paid for by the applicant. <br /> <br />o bserva tions: <br /> <br />The preliminary plat proposes to replat Outlot A of Regency Pond and two unplatted residential <br />parcels into four commercial lots. All of the property is currently zoned E-l Employment; the <br />applicant is requesting a rezoning for the southerly lots to B-1 Business. Accordingly, E-l standards <br />were used to review Lot 1, and B-1 standards were used to review Lots 2, 3, and 4.
