<br />2) Concept Plan for NE Corner of Bunker Lake Blvd and Ramsey Blvd - TSM <br />Development <br /> <br />Associate Planner Geisler stated Steve Schmitt of TSM Development has' submitted a new <br />concept plan for d,evelopment of the northeast comer of Bunker Lake and Ramsey Boulevards. <br />In 2004 Mr. Schmitt submitted plans to develop the site with self-storage units. Since that time, <br />he has acquired the two comer parcels, and now proposes to do a combination of storage units <br />and three commercial buildings, which could be developed as a liquor store, gas station, and a <br />bank. Ms. Geisler advised that the City approved a Comprehensive Plan Amendment to change <br />the two comer parcels' land use designation from Places to Work to Places to Shop; the City is <br />now obligated' to process a rezoning to B-1 Business for these parcels. The Planning <br />Commission reviewed the concept plan at their June meeting and expressed support for the plan. <br />Mr. Schmitt is now seeking input from the Council regarding the concept plan. <br /> <br />Associate Planner Geisler advised a subdivision, site plan, variance and rezoning are required for <br />this project to move forward. Mr. Schmitt is seeking approval for the subdivision and site plan <br />of the storage buildings at the August Planning Commission meeting; site plan review would be <br />required of the commercial buildings once the tenants have been secured. <br /> <br />Mr. Steve Schmitt, TSM Development, stated the north part of the project was basically <br />approved in 2004. It was negotiated that he would build the cul-de-sac and obtain some <br />variances to build that cul-de-sac street. There was also a storage building planned on the south <br />finger of the property. He did not proceed because right after he received approval the County <br />came in and tore up the streets, and there was not access to the property. He has since acquired <br />the south part of that parcel. He explained this development proposal was precipitated by Ms. <br />Frolik asking if he would like to continue forward with the rezoning on the property. He <br />determined if he was gong to do that he should look at the whole concept. Interest has been <br />expressed by a bank, Kindercare, and possibly a gas station. He would like to divide the south <br />with the three parcels and come back with plans when he has users for the buildings. <br /> <br />Mayor Gamec inquired about access to the storage building. <br /> <br />Mr. Schmitt replied access is off County Road 56. <br /> <br />Mayor Gamec inquired about access for the commercial buildings. <br /> <br />Mr. Schmitt replied there will be a right-inJright-out off of Bunker Lake Boulevard and a right- <br />in/right-out off of County Road 56. <br /> <br />Associate Planner Geisler indicated the old plan did not include an access off of Bunker Lake <br />Boulevard. The new plan has been sent to the County and no comments have been received yet. <br /> <br />Mayor Gamec noted the need for screening with the storage building because it backs up to <br />residential property, and there will be quite a bit of screening required along County Road 56. <br /> <br />Mr. Schmitt indicated there will be priv~cy fencing along the back and north side. <br /> <br />City Council Work Session I July 24, 2007 <br />Page 5 of 6 <br /> <br />-92- <br /> <br />
