FC CASE: ~ <br /> <br />AUTHORIZE PURCHASE OF TWO POLICE SQUADS AND APPROVE BUDGET <br />AMENDMENT TO COVER CAPITAL COSTS <br /> By: Jessie Hart, Finance Officer <br /> <br />Background: <br /> <br />Included in the Adopted 1997 General Fund Budget is $43,000 [of which $32,250 is from the <br />Equipment Replacement Fund] for the purchase of two police squads. This price was anticipated <br />to include the purchase price of the vehicles plus any set-up costs [striping, equipment change <br />overs, wiring, etc.]. When the budget was adopted, it was intended that these new squads would <br />be replacements for squads #201 and #202 which in turn would be rotated to the investigator and <br />into the Administrative fleet. <br /> <br />Attached to this case is an analysis, prepared by Acting Chief Gustafson, of the estimated costs <br />that would be incurred if both vehicles are purchased and all of the existing squads are <br />maintained This would increase the fleet to seven vehicles, two of which are considered <br />"unmarked". <br /> <br />It should be noted that when the last rotation took place, it was the desire of the Police that the <br />old squads, which were rotated into the Administrative fleet, be maintained in a manner so that if <br />one of the marked squads was out of commission, an Administrative vehicle could quickly be <br />made "street ready". These vehicles currently contain all of the wiring and connections <br />necessary to. do a switch over and have been maintained at the Police Department standards in <br />order to ensure their street readiness and can be converted with a few hours. <br /> <br />Based on this analysis, it would be necessary to provide funding beyond the budget for capital <br />costs to maintain a seven vehicle fleet. These costs, as provided in the analysis, do not provide <br />specifics as to the impact on the budget for operating costs for the vehicles [gas, maintenance, <br />tires, insurance, etc.]. In addition, in order to comply with funding policies, it would be <br />necessary to ensure that the two older squads be rotated out of the Police fleet by December 31, <br />1997. <br /> <br />As in the past, we are proposing that the squads be purchased through the State of Minnesota <br />Cooperative Purchasing Venture. By utilizing this purchasing venture, we do not need to prepare <br />specifications and go through the entire bidding process which has been done by the State. <br />Superior Ford is the dealer that was awarded the contract to supply the 1997 Ford Crown <br />Victoria for police squads. <br /> <br /> <br />
