Option One

The base price on the contract is $19,649 and with some alternates, the per squad price becomes
$19,760. The total cost for the two squads, not including set-up, would be $39,520 leaving
$3,480 for the set-up of the two vehicles. It is estimated that the set-up could be approximately
$3,000 to $3,500 for each squad, which would leave a budget short fall of approximately $2,520
to $3,520 [assuming that no changes in rotation are made].

Option Two

In the event that the fleet is increased in the manner suggested, there would be a budget short-fall
of $12,852, which is the estimated $16,332 to maintain a seven vehicle fleet less the remaining
$3,480 included in the existing budget.

Option Three

A third option would be to maintain a six car fleet which would result in a budget short-fall of
$5,925, which is the an estimated $9,450 to maintain a six vehicle fleet less the remaining $3,480
included in the existing budget.

Either of these short falls could be recovered through several funding sources, but due to adopted
policies for those sources, that would not be recommended. Therefore it is recommended that
additional funding be borrowed from the DARE house proceeds [$15,072] and/or the DARE golf
tournament donation [$3,000] or from the Council Contingency [currently approximately
$24,000].

Recommendation:

Option One/5 Car Fleet [pursuant to the adopted budget] - Short-fall of $3,520

or

Option Two/7 Car Fleet [current PD request] - Short-fall of $12,852
[Council should know that choosing this option also automatically increases the 1998
capital requirements by $32,250 for a total two-year short-fall of $45,102].

or

Option

Three/6 Car Fleet - Short-fall of $5,925
[Council should know that choosing this option also automatically increases the 1998
capital requirements by $16,125 for a total two-year short-fall of $22,050].
