FC CASE <br /> <br />AUTHORIZE ENTERING INTO CONTRACT WITH NORTH METRO HUMANE <br />SOCIETY FOR ANIMAL CONTROL SERVICES <br /> By: Jessie Hart, Finance Officer <br /> <br />Background: <br /> <br />It is again time to review and renew the contract for animal control services. The North Metro <br />Humane Society has provided the attached contract for consideration and signing. The contract, <br />which is for the period of August 1, 1997 to July 31, 1998, has only a few changes from previous <br />contracts. <br /> <br />The most significant being the implementation of $500.00 per month minimum. During calendar <br />1996, there were only two months in which our service billings were less than $500.00. They <br />have also increased the transportation charges from $24.00 to $28.00 which based on a brief <br />analysis could cost the City approximately $500.00 more - based on the 141 cats and dogs <br />transported in 1996. <br /> <br />One other change was the types and levels of insurance coverage they would provide. The new <br />levels are more than the existing policy which they have provided. A new insurance binder <br />would need to be obtained indicating the levels agreed to in the contract prior to the City signing <br />and returning the contract. <br /> <br />As an aside, we recently received the attached correspondence that the City of Spring Lake Park <br />has forwarded to Anoka County pertaining to the unstable financial condition of the North Metro <br />Humane Society [see letter from Humane Society]. We will continue to monitor the situation <br />and report when and if we receive any additional information. <br /> <br />There has still been no further action in regards to the City of Anoka providing this type of <br />service to Ramsey and potentially other municipalities, therefore, this is still the only option to <br />provide animal control services to the citizens of Ramsey. <br /> <br />Committee Action: <br /> <br />Motion to recommend City Council authorize the City Administrator and Police Chief to enter <br />into and sign the attached contract for animal control services to be provided by North Metro <br />Humane Society contingent upon receipt of appropriate insuranCe coverage. <br /> <br />Reviewed By: <br /> <br />City Administrator <br />Finance Officer <br />Police Chief <br /> <br />FC: 05/27/97 <br /> <br /> <br />
