FC CAS # B <br /> <br />STATUS OF REQUESTS FOR PROPOSALS AND CONTRACT FOR CURBSIDE <br />RECYCLING PROGRAM <br /> By: Jessie Hart, Finance Officer <br /> <br />Background: <br /> <br />At the July 22, 1997 Finance Committee meeting, staff was directed to prepare requests for <br />proposal for the curbside recycling program as the current contract with Ace Solid Waste, Inc. is <br />set to expire on December 31, 1997. <br /> <br />As a part of that process, staff was instructed to consider including other contracting options such <br />as the City receiving all proceeds from the sale of recyclables. This area was researched <br />extensively and it was found that cities that contract individually or as part of a group have <br />moved completely away from that concept. This movement is the result of the volatility in the <br />recyclable product market. <br /> <br />I had extensive discussions with Marilyn Corcoran who heads up the curbside recycling program <br />for Brooklyn Park, Brooklyn Center, Crystal and New Hope. She also has experience in other <br />cities in the same function. She indicated that during the last renewal contract, the group decided <br />it was in the best interest of the cities involved to let the contractor assume the burden from <br />market conditions. In order to maintain a constant annual rate and avoid the risk factor for <br />major market declines on the salability of the product, it would be in the best interest of the City <br />of Ramsey to place the burden on the contracting company. <br /> <br />Based on this research, I have attached the information that I would like to distribute to licensed <br />haulers in the City as well as publish in the Anoka Union. The publication would be in the <br />Friday, October 31, 1997 issue of the Anoka Union, closing date would be Friday, November 14, <br />1997, with the award being made at the November 25, 1997 regular City Council meeting. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends continuing with the process of requesting proposals for the provision of the <br />curbside recycling program for a minimum three-year contract based on the attached proposal <br />information. <br /> <br />Committee Recommendation: <br /> <br />Recommend City Council direct staff to continue with the process of requesting proposals for the <br />provision of the curbside recycling program for a minimum three-year contract based on the <br />attached proposal information. <br /> <br />Reviewed By: <br /> <br />Acting City Administrator <br /> <br />FC: 10/28/97 <br /> <br /> <br />
