responded in the affirmative. He commented the question is whether to wait for interest from a
large user or to take 50 new jobs with the possibility of more tax base.

There was discussion of whether to hold the site for a possible large user or to subdivide the lot
for the proposed use by Diamond Graphics. It was noted that this is the last large industrial site
in the City, as well as in Anoka County. There was discussion of the following in relation to
industrial sites in the City:
. Possibility of the current public works site as a future industrial site which could be
reconfigured to 12 acres along the rail.
. Possibility of a future industrial site on the 20 acre parcel of MPCA property if a premier
user of regional significance were to express interest.
. Demand for industrial land for a new building is not currently high due to the amount of
large existing buildings that are currently available. As the existing buildings are
absorbed the large vacant sites will be of greater value.

Consensus of the Board was to direct staff to proceed to replat Lot 4, Block 1, Sunfish Lake
Business Park Second Addition to accommodate for the development of Diamond Graphics and
a 5.5 acre remainder parcel.

Chairperson Riley clarified that the lot should not be split until it is certain that the subdivision is
necessary. Economic Development Consultant Mulrooney indicated the subdivision would be
subject to a signed development agreement. He believes the EDA will find this company to be
an asset to the community once they are here. Economic Development Coordinator Sullivan
explained this project is planned for next year with Diamond Graphics, so the details can be
worked out over the winter.

Case #3:

Green Business Tour

Economic Development Coordinator Sullivan reviewed that in the past the City of Ramsey has
conducted a business tour for the EDA members. The tours have traditionally focused on the
manufacturing sector of the business community. The types of business in Ramsey are diverse,
and green businesses represent a sector of the business community that is often forgotten. Mr.
Sullivan asked whether the EDA is interested in generating an informational piece on the green
business for Ramsey residents and the business community as a whole. Another possibility
would be a bus ride to acknowledge the businesses, with QCTV possibly participating. There
should not be much cost involved; mainly staff time.

Member Strommen suggested selecting a day in early summer/late spring to promote as Garden
Tour Day. She noted the businesses would likely offer specials on this day. This would promote
people getting out and shopping at these places. The Board discussed the suggestion of a Garden
Tour Day with flyers to be available at City Hall and at the Environmental Expo. Member
Strommen suggested a press release could be included in the Anoka County Union to promote
the event regionally. Member Steffen expressed concern with too much involvement from the
City with promoting specific retail businesses.

Member Strommen left the meeting at 8:19 a.m.

Economic Development Authority/August 9,2007
Page 5 of9

5
