That the need for a reduced cul-de-sac size was created by the compromise on site access <br />reached by the Developer, City, and Anoka County during prior plan approvals granted in <br />2004. <br /> <br />10. That no access to the site itself will be available through the cul-de-sac. <br /> <br />11. That the cul-de-sac is expected to accommodate very little traffic, mostly for turnaround <br />purposes. <br /> <br />12. That currently the 148th Avenue terminus is a dead end, unable to accommodate turnaround <br />traffic. <br /> <br />13. That the variance requested is/is not the minimum variance needed to alleviate the hardship. <br /> <br />14. That if granted, the variance will/will not permit a use that is prohibited in the E-l <br />Employment District. <br /> <br />15. That if granted, the variance will/will not impair an adequate supply of light and air to <br />adjacent property. <br /> <br />16. That if granted, the variance wiWwill not be materially detrimental to the purposes of this <br />Chapter or other property in the same zone. <br /> <br />17. That if granted, the variance willlwill not increase the danger of fire or endanger the public <br />safety . <br /> <br />18. That if granted, the variance wiWwill not unreasonably diminish property values in the <br />neighborhood. <br /> <br />19. That if granted, the variance will/will not unreasonably increase congestion in the public <br />streets. <br /> <br />20. That if granted, the variance will/will not violate the intent ofthe Comprehensive Plan. <br /> <br />21. That, if granted, the variance will/will not grant the Applicant any special privileges that are <br />denied to other owners of land in the same district. <br /> <br />22. That undue hardship will/will not result if the variance request is denied due to the existence <br />of special conditions and circumstances which are peculiar to the land and which are not <br />applicable to other lands in the same district. <br /> <br />23.
