Staff is asking for discretion to work with the ordinance and get it into <br />place, understanding that many of these things have been in place for many years. <br /> <br />Councilmember Dehen stated he has a number of comments on this particular ordinance and <br />some things he would like to see added. He suggested a work session discussion be scheduled <br />regarding vehicles and Councilmember Elvig's comments, while adopting this ordinance with <br />the changes proposed by staff to keep this moving. <br /> <br />Motion by Councilmember Elvig, seconded by Couricilmember Olson, to adopt Ordinance #07- <br />14 to amend Chapter 5 (Municipal Regulations) of City Code regarding Public Nuisance, Weeds, <br />and Condition of Premises. <br /> <br />Further discussion: Councilmember Elvig stated the City needs teeth to address the problems. <br />The number one factor is that it takes a serious complaint to come forward and do anything at all. <br />If a pile of dirt has not been a problem for 15 years it will not now either. Councilmember <br />Strommen suggested waiting a period to see how this ordinance is laying out, and to see if there <br />are other issues that need to be tweaked. Councilmember Jeffrey clarified the motion to adopt <br />includes the definition of "nighttime" as 10 p.m., and that garbage cans will be addressed in <br />Chapter 9. He commented a resident reminded him that in June, July and August the garbage <br />can may not be desired in the garage without the proper ventilation. Councilmember Dehen <br />clarified the motion is to adopt the ordinance with the changes as put forth by staff, and that the <br />ordinance will be tweaked later. <br /> <br />A roll call vote was performed by the Recording Secretary: <br /> <br />Mayor Gamec: aye <br />Councilmember Dehen: aye <br />Councilmember Elvig: aye <br />Councilmember Jeffrey: aye <br />Councilmember Look: aye <br />Councilmember Olson: aye <br />Councilmember Strommen: . aye <br /> <br />Motion carried. <br /> <br />Case #7B: Consent Agenda Items 9 through 28 <br /> <br />Councilmember Look stated there are 20 cases on the Consent Agenda tonight for public <br />hearings on street improvement project assessments. He has been an advocate of including <br />sealcoats in the general fund. He considers this to be a maintenance item similar to <br />snowplowing. He would like to discuss advocating for this from the standpoint of property tax <br />relief. As they have discussed in Council work sessions, there has been a comparison of <br />neighboring communities, and the City of Ramsey is in there with other communities in terms of <br />how they stack up with taxes. Other communities include sealcoating as part of the general <br />maintenance of roads. The difference with Ramsey is that they assess for it. This shows a <br />commitment on behalf of staff where they have to deal with ten public hearings and adopt these <br /> <br />City Council / September 11,2007 <br />Page 12 of 22 <br />
