Special Hunting Permits

Councilmember Look stated staff has been receiving requests for special hunting permits in the
City. He asked if the rest of the Council would find it advantageous to bring up this topic in a
work session to discuss some of the enforcement of the DNR regulations that the City's police
officers are handling at this point. His concern is that hunting regulations are complex and the
Police Department may be handling something that the DNR should be handling.

Mayor Gamec stated Council discussed this last year and decided that the Police Chief should
work with the DNR on this. They went through quite a process on this and there are many
requests.

Councilmember Look noted property owners are not required to attain certain hunting permits if
they own the property. His concern is that the City is trying to enforce these regulations and puts
itself in jeopardy while DNR officers are trained in this area.

Councilmember Dehen stated he would share the concern of using City resources to do the job of
the DNR. The DNR is at least putting pressure on the City of Ramsey to provide some.drinking
water without providing the City with funding. It bothers him in that respect that the DNR wants
the City to develop a source of drinking water because they do not want the City to pull out of

City Council / September 11, 2007
