our aquifers, but does not want to provide the City with the funding to do that. He would not be
opposed to a 15 minute discussion on this topic.

Interim City Administrator Nelson explained State law states an individual cannot hunt less than
500 feet from a structure or State highway. The City ordinance only allows hunting within 1,500
feet which is more restrictive, and with this permit they are allowing people to hunt up to that
500 feet allowed by the State. With regard to the licensure issued by the DNR, the Police
Department is merely asking to see that the hunter has proper licensure before permitting hunting
on a property by someone other than the property owner. This is to ensure that they are not
permitting hunting to someone that may have had their hunting licen~e revoked. This process
allows the exemption from City Code in areas where it can be done safely, but they do not want
to allow that broadly throughout the City. Ms. Nelson explained it is a savings to officer time
not to be required to go to the site to verify the situation. If they receive a call on a Saturday
afternoon they can look at the list and say whether the site is approved for a certain amount of
hunters for the next few days. This administrative process makes the calls more efficient.

Councilmember Look stated his concern is that he was told that the DNR does not have staff to
enforce the City of Ramsey in the areas that are being hunted, and it falls on the City police
force. As a City they need to staff their police force and educate them in an area that is highly
complicated to enforce, and they are doing this without compensation. He thinks there is a need
for discussion on this.

Councilmember Elvig directed staff to verify whether the City's Police Department is enforcing
State game laws. He indicated this should be brought to discussion if that is the case.

ADJOURNMENT

Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to adjourn the meeting.

Motion carried.

The regular meeting of the City Council adjourned at 8:56 p.m.

~

City Council / September 11, 2007
