<br />The public hearing was closed at 7:20 p.m. <br /> <br />Council Business <br /> <br />Mayor Gamec called the regular City Council meeting back to order at 7:20 p.m. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to adopt Ordinance #07- <br />13 Amending the 2007 Schedule of Rates, Fees and Charges. <br /> <br />A roll call vote was performed by the Recording Secretary: <br /> <br />Mayor Gamec: aye <br />Councilmember Dehen: aye <br />Councilmember Elvig: aye <br />Councilmember Jeffrey: aye <br />Councilmember Look: aye <br />Councilmember Olson: aye <br />Councilmember Strommen: aye <br /> <br />Motion carried. <br /> <br />Case #2: <br /> <br />Request for Comprehensive Plan Amendment <br /> <br />Community Development Director Trudgeon indicated Case Nos. 2 through 5 are related. He <br />stated Mr. Mike Wayman of Sunfish Lake Development, LLC is looking to redevelop the <br />Healthquest property located at 14100 Sunfish Lake Boulevard and to locate a commercial <br />building on the property. Case Nos. 2 through 5 include consideration of a Comprehensive Plan <br />Amendment, request for a zoning amendment for E-1 Employment to B-1 Business, request for <br />final plat of a minor subdivision, and request for site plan review. <br /> <br />Community Development Director Trudgeon advised the subject property is currently guided <br />Places to Work as shown on the Comprehensive Plan. The Comprehensive Plan Amendment <br />request is being processed in conjunction with a minor subdivision to split the existing lot, as <br />well as a rezoning and a site plan for the southern lot. Places to Work is designed to include uses <br />that are appropriate in the industrial zoning districts. The applicant is requesting a land use <br />designation change to Places to Shop in order to construct a multi-tenant retail facility on the <br />southern lot. The northern lot would be an outlot for future. development. The property is <br />currently being utilized by Healthquest. Mr. Trudgeon stated the City Council met on October <br />24,2006 and discussed the concept for re-guiding the subject property. At that time the existing <br />Council was generally supportive of this change, but there were concerns about traffic and <br />circulation. There are plans by the County to include hard channelization and medians in the <br />coming years. This concern has been raised and the plans have been sent to the County for <br />review. In the interim the County has proposed right-in/right-out only access configurations. <br />Mr. Trudgeon stated the Planning Commission recommended approval of the Comprehensive <br />Plan Amendment, contingent upon site plan approval.
