B-1 Business. The rezening is required to. <br />subdivide as propesed. Included in the staff repert is a list ef uses fer E-l and B-1 zenings. The <br />Planning Cemmissien neted the pessibility ef a petential gas station being lecated en this site. <br />Hewever, he weuld peint eut that any cenvenience stere with gas eperatiens requires a <br />cenditienal use permit, which weuld need to. be censidered by the Ceuncil at a future date if <br />propesed. Mr. Trudgeen stated traffic cencerns have been raised regarding this cerner. Staff <br />believes this will be addressed with the right-in/right-eut access cenfiguratien. The Planning <br />Cemmissien recemmended appreval ef the zening ordinance. Staff recemmends approval <br />subject to. the ether censideratiens. <br /> <br />Cemmunity Develepment Directer Trudgeen stated also. fer censideratien en the subject <br />property is final plat appreval. The applicant propeses to. create two. lets frem the existing ene <br />let. The seuthern let is prepesed to. be redeveleped with a multi-tenant retail facility and the <br />nerthern let is prepesed as an eutlet, with the pessibility ef develeping an effice building en the <br />property at seme peint in the future. All drainage, utility, trail and access easements have been <br />shewn en the plat er written in an easement agreement to. be recerded with the plat. Mr. <br />Trudgeen stated the Planning Cemmissien met en August 2, 2007 to. discuss the request fer <br />sketch plan ef the Sunfish Develepment plat, and recemmended appreval ef the miner <br />subdivisien ef Sunfish Develepment. Staff recemmends appreval ef the miner subdivisien, <br />centingent upen cempliance with the City Staff Review Letter, revised September 7, 2007. <br /> <br />Cemmunity Develepment Directer Trudgeen stated the prepesed site plan fer Sunfish Lake <br />Develepment indicates the develepment ef a 12,800 square feet, multi-tenant retail building to. <br />be develeped en a 1.5 acre-let. The site meets all setback and parking requirements fer the B-1 <br />Business District. The plans have been revised to. reflect an additienal 15 feet ef maneuvering <br />space between the western rew ef parking near the drainage pend. The drainage pend will serve <br />beth lets. A grading and drainage plan has been submitted and requires a ceuple ef miner <br />changes. A landscaping plan has been submitted, and staff has requested a revised landscaping <br />plan that includes the additien ef mere landscaping to. the parking areas. The applicant has net <br />ebjected to. this request. Mr. Trudgeen stated staff recemmends site plan appreval, centingent <br />upen the Staff Review Letter and all ef the ether approvals. <br /> <br />Ceuncilmember Jeffrey stated he applauds the right-in/right-eut, but that dees net mean that any <br />future tenants might net be angry. He suggested sending a letter to. the applicant acknewledging <br />that theright-in/right-eut is ceming, and that the tenants sheuld be netified abeut the hard <br />channelizatien. <br /> <br />Cemmunity Develepment Directer Trudgeen indicated staff tried to. reference this in the Staff <br />Review Letter, but it weuld be a geed approach to. write a letter requesting the applicant to. share <br />this infermatien with the future tenants ef the facility. <br /> <br />City Council / September 11, 2007 <br />Page 6 of 22 <br />
