<br />Case #9 <br /> <br />Request for Site Plan Review of Sunfish Development; Case of Sunfish <br />Development, LLC <br /> <br />Associate Planner DaInes stated Mike Wayman of Sunfish Development, LLC has <br />submitted a request for site plan review of an 11,520 square foot, multi-tenant retail <br />facility located on the lot to be developed as Lot 2, Block 1, SUNFISH <br />DEVELOP:MENT. In addition to a minor plat, a comprehensive plan amendment and <br />zoning amendment are being processed in conjunction with the site plan request. <br /> <br />Associate Planner DaInes noted acceS$ is proposed from both Bunker Lake Boulevard <br />and Sunfish Lake Boulevard. The County has approved both accesses, with the <br />restriction that both be constructed as right-in/right-out configurations, which would <br />restrict left turn movements exiting the site and would disallow left turns into the site. <br />Revised plans have been requested. <br /> <br />Associate PI8.1mer DaInes explained the proposed retail facility (Sunfish Centre) indicates <br />the use of glass, aluminum, rock face block, and EIFS. EIFS is expressly prohibited by <br />Code, unless City Council approves its use. Revised plans have been requested. A. <br />grading and drainage plan has been submitted, and revisions have been requested by City <br />Staff. <br /> <br />Associate Planner DaInes advised that a landscaping plan has been submitted, and Staff <br />has requested a revised landscaping plan that includes the allocation of more landscaping <br />to the parking areas and the planting of 12 additional trees, specifically along Bunker <br />Lake Boulevard. The construction of a trail along the eastern boundary of the property, <br />along Sunfish Lake Boulevard, within the plat boundaries will be required as part of the <br />site plan/minor plat. Also, a lighting plan has been requested from the applicant. <br /> <br />Associate Planner Dames stated City Staff recommends that the Planning Commission <br />recommend site plan approval for the multi-tenant retail building to be developed on the <br />subject property (Lot 2, Block I, Sunfish Development), contingent upon the items called <br />out in the City Staff Review Letter dated July 27,2007, specifically addressing the access <br />requests made by Anoka County Highway Department. <br />Chairperson Nixt thought if EIFS is not allowed as a material in the City, the applicant <br />should find other materials to use. His recommendation is to work with the owner to the <br />west on the drainage pond and they need to give some more consideration to the traffic <br />flow. If they are going to be forced to deal with traffic flow ousite, they need to figure it <br />out. <br /> <br />Motion by Commissioner Nixt, seconded by Commissioner Trites Rolle, to recommend <br />that City Council approve the proposed site plan for Lot 2, Block 1, Sunfish <br />Development, contingent upon compliance with City Staff Review Letter dated July 27, <br />2007, specifically addressing the access requests made by Anoka County Highway <br />Department and evaluating ways in which they can improve the traffic flow accessing <br /> <br />-151- <br />
