<br />Motion by Councilmember Jeffrey, seconded by Councilmember Elvig, to deny the <br />request to rezone the proposed plat of Bridgewater from R-1: Single-Family Residential <br />to Planned-Unit-Development, based on the findings offact. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Elvig, Dehen, <br />Look, Olson, and Strommen. Voting No: None. <br /> <br />Case #11: <br /> <br />Request for Preliminary Plat Approval of Bridgewater; Case of CBR <br />Development <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to table the <br />request for preliminary plat to allow the developer to submit a revised plat that conforms <br />to the City Code standards for the R-I Residential District and a satisfactory drainage <br />plan; Case of CBR Development. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Dehen, <br />Look, Olson, and Strommen. Voting No: None. <br /> <br />Case #12: <br /> <br />Request for Site Plan Review of Terrace Hill Apartments; Case of <br />Trident Development, LLC . <br /> <br />Associate Planner DaInes stated Trident Development, LLC has submitted a site plan <br />application to develop a 63-unit, general occupancy apartment building on an existing <br />property located at The Ponds of Ramsey. The property is approximately 4.5 acres in <br />size and is zoned R-3 High Density Housing. The property was rezoned in 2003 as part <br />of the overall development plan for The Ponds of Ramsey. The original development <br />plan proposed an80-unit senior building on the site, but no site plan application was <br />made for this project. Within the R-3 District, a maximum of 15 units per acre is <br />permitted, and the proposed site plan indicates an overall density of 14.9 units per acre. <br />The site plan meets all setback, site design, lot coverage, and minimum floor area <br />requirements. Ms. DaInes advised the application meets City Code requirements for <br />building height and architecture. Parking requirements for this site are 2.5 spaces per <br />unit, one of which must be enclosed. The proposal meets City Code requirements for <br />parking. Access is proposed to be gained from Dysprosium Street. In light of recent <br />efforts by Anoka County and the City of Ramsey to identify the future re-alignment of <br />TH 47, an alternate, future access from Nowthen Boulevard is proposed through the City <br />property to the east. This is addressed through the Development Agreement. The County <br />has submitted comments regarding this development, and states that the pond should be <br />re-Iocated to the location of the future TH 47 alignment and the building should be <br />shifted as far northeast as possible, as to avoid any parking areas within the future right- <br />of-way area. <br /> <br />Associate Planner DaInes stated significant changes have been made to the original <br />concept plan for Terrace Hill Apartments. The applicant has relocated the building as to <br />not interfere with the possible re-alignment path of TH 47. Furthermore, the applicant <br />has further revised the plan to minimize the presence of any parking or pavement in the <br /> <br />-189- <br /> <br /> <br />- <br />
