<br />Case #6: <br /> <br />Consider Proposed Amendments to 5.08 (Public Nuisances), 5.11 <br />(Weeds), and 5.12 (Condition of Premises) of Chapter Nine of City <br />Code; Case of City of Ramsey <br /> <br />Assistant Community Development Director Frolik reviewed that the City Council has <br />recently adopted an abatement ordinance that will become effective within the next <br />month. In the process of crafting the ordinance it came to staffs attention that there were <br />changes necessary to the public nuisance, condition of premises, and weeds sections of <br />Chapter. Five. The. purpose of those proposed amendments is to consolidate public <br />nuisances, identify City Code violations that would be subject to abatement, and clarify <br />and specify the definitions of junk vehicles, and other nuisance activities. In addition to <br />these changes, City Council has expressed interest in establishing an administrative <br />ticketing process as an alternative to a citation that is routed through the County court <br />system. This ordinance establishes that administrative ticketing process. <br /> <br />Councilmern ber Elvig stated there are a lot of people that are anxious about noxious <br />weeds coming into their yard from adjacent properties. The City is starting to cover some <br />of those issues. <br /> <br />Assistant Community Development Director Frolik explained the tall grass and weeds <br />were in a separate section of Chapter 5. They are trying to consolidate all the public <br />nuisances into one section. Ms. Frolik reviewed the summary of changes to Chapter <br />Five. <br /> <br />Councilmember Elvig commented in effect they are getting a lot of opportunity for <br />enforcement by the City. <br /> <br />Assistant Community Development Director Frolik indicated there are three options for <br />enforcement activity and this ordinance should be much simpler to follow and interpret. <br /> <br />Police Chief Way stated staff took a lot of notes at the meetings where this was discussed <br />and Ms. Frolik's department has worked hard on this ordinance. <br /> <br />Assistant Community Development Director Frolik indicated staff plans to discuss the <br />types of violations that administrative ticketing would be used for at a future meeting. <br /> <br />Councilmernber Elvig verified with Ms. Frolik that this ordinance includes the <br />jurisdiction to address administrative ticketing. <br /> <br />Police Chief Way explained there are things to work out like drafting tickets, whether the <br />tickets would be mailed, if people could drop them off, whether checks will be accepted, <br />etc. <br /> <br />Councilmember Elvig stated from the people he is hearing from he is tickled with where <br />this is going. . <br /> <br />-195- <br /> <br /> <br />- <br />
