<br />PC CASE # ~ <br /> <br />CONSIDER TEMPORARILY PROMOTING A <br />COMMUNITY SERVICE OFFICER TO PATROL OFFICER <br /> <br />Givonna Reed Kone, Human Resources Manager <br /> <br />Background <br /> <br />In July 2007, one of the City's Patrol Officers was injured wb.ile on duty. Staff was <br />recently advised by the City's workers' compensation insurer that the employee will <br />likely not be able to perform his normal duties until mid-December, at the earliest. <br /> <br />Options for covering shift minimums while the Police Department is short-staffed <br />include the following: <br /> <br />1. Continue to operate short-staffed <br />2. Pay officers at an overtime rate to cover shifts either by holding them over, <br />having them report early or requiring them to corne in on a day off <br />3. Activate the license of another City employee until such time as the injured <br />Patrol Officer is able to return to his normal duties <br /> <br />Staff Recommendation <br /> <br />Members of the City Council may recall that this past summer Community Service <br />Officer (CSO) Drew Moldenhauer requested, and was granted by the City Council, an <br />unpaid leave of absence to attend Skills Training. Mr. Moldenhauer has completed Skills <br />Training and is now eligible to be hired as a Patrol Officer. Staff recommends that the <br />City Council promote Drew Moldenhauer to Patrol Officer until such time as the injured <br />Patrol Officer is able to return to his normal duties. <br /> <br />If this temporary promotion is approved by the City Council, Mr. Moldenhauer would be <br />required to pass the psychological exam, the physical and the background check that are <br />required for Patrol Officers. In addition, Mr. Moldenhauer would be required to <br />successfully complete certain aspects of field training to ensure that he is prepared to <br />handle the day-to-day duties of a Patrol Officer. <br /> <br />Funding Source <br /> <br />The difference between what Drew Moldenhauer earns as a CSO and what he would earn <br />as a Patrol Officer is $4.45 per hour.
